COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT
FROM: J. MICHAEL WALFORD, CHIEF ENGINEER
DATE: October 6, 1992
SUBJECT: DRAINAGE AREA 52C GOVERNMENT LOAN AGREEMENT
Project No.: 7571-6D8510
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute the Government Loan
Agreement with the City of Brentwood for the repayment of a $50,000 loan to finance a portion
of Line A in Drainage Area 52C.
II. Financial Impact:
All costs will be financed by Drainage Area 52C.
III. Reasons for Recommendations and Background:
The City of Brentwood has designed, and constructed an expansion project to their wastewater
treatment facility. As a part of the expansion project, the City was required to relocate an
existing 14-inch diameter irrigation drain line which currently drains the areas around the plant
site.
The proposed location of the 14-inch line was in close proximity to a proposed Flood Control
District 30-inch diameter drainage line (Line A). The proposed 30-inch line is designed to serve
as an outfall line from four detention basins to Marsh Creek, in Drainage Area 52C.

III. Faasons for Re=umerxlations and. (Continued)
In order to avoid the extra expense and disruption that separate construction of the
14-inch and 30-inch lines would entail, the City of Brentwood and the Flood Control
District entered into a previously Board approved Joint Exercise of Powers Agreement
which called for the installation of Line A as a part of the City's expansion project.
The JEPA called for the City to loan to the Flood Control District $50,000 to finance
a portion of the construction. The purpose of this agreement is to provide for the
repayment of the $50,000.
N. Qgng@ggMggg of Negative Action.
Mie Flood Control District would be unable to repay the City of Brentwood.
