MICHAEL WALFORD, CHIEF ENGINEER DATE: October 6, 1992 SUBJECT: DRAINAGE AREA 52C GOVERNMENT LOAN AGREEMENT Project No.: 7571-6D8510 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute the Government Loan Agreement with the City of Brentwood for the repayment of a $50,000 loan to finance a portion of Line A in Drainage Area 52C. II. Financial Impact: All costs will be financed by Drainage Area 52C. III. Reasons for Recommendations and Background: The City of Brentwood has designed, and constructed an expansion project to their wastewater treatment facility. As a part of the expansion project, the City was required to relocate an existing 14-inch diameter irrigation drain line which currently drains the areas around the plant site. The proposed location of the 14-inch line was in close proximity to a proposed Flood Control District 30-inch diameter drainage line (Line A). The proposed 30-inch line is designed to serve as an outfall line from four detention basins to Marsh Creek, in Drainage Area 52C. (Continued) In order to avoid the extra expense and disruption that separate construction of the 14-inch and 30-inch lines would entail, the City of Brentwood and the Flood Control District entered into a previously Board approved Joint Exercise of Powers Agreement which called for the installation of Line A as a part of the City's expansion project. The JEPA called for the City to loan to the Flood Control District $50,000 to finance a portion of the construction. The purpose of this agreement is to provide for the repayment of the $50,000. N.
