SUBJECT: Approve in Concept Establishment of a
Creative Service Corps
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)5 BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve in concept the establishment of a "Creative Service Corps"
for county employees and refer to the Internal Operations Committee
the responsibility for working out the details in consultation with
county employee organizations and management.
The concept of a "Creative Service Corps" is to provide an
opportunity for employees with innovative ideas for improving
public services to propose and serve in a limited term assignment
(perhaps up to six months) to demonstrate the viability of his/her
idea. Employees would participate in' the Creative Service Corps
on a voluntary basis and would carry out the limited term
assignment without a change of classification. The Creative
Service Corps must be overseen by a committee of equal numbers of
employee and management representatives who would: (a) review and
approve proposals from employees; (b) negotiate with departments
appropriate arrangements for selected employees to carry out their
limited term assignment; (c) evaluate the effectiveness of the
limited term assignment; and. (d) recommend to the CAO and Board of
Supervisors any appropriate organizational changes indicated as a
result of a successful Creative Service Corps assignment.
BACKGROUND
Many talented and highly-motivated employees have good ideas for
improving public service, generating new revenue, or saving money
as well as the energy and willingness to demonstrate the viability
of their ideas. However, currently there is not an established

Further, staff was requested to notify all employee organization of the date and time
this matter will be heard by the Internal Operations Committee.

mechanism which invites these employees to come forward and pursue
their ideas . We need to encourage employee innovation and
creativity without disrupting current department functions and
organizations . The Creative Service Corps outlined above offers
an approach to accomplish this . Further, the formation of a joint
employee-management committee to oversee the program guarantees
that any approved limited term assignment under the Creative
Service Corps will be perceived as valuable to both line and
administrative staff. Also, the Creative Service Corps can offer
opportunities to dedicated public employees to expand their
experiences and fulfill their potential which they might otherwise
seek with private sector employers .
