SUBJECT: REFER TO THE NATER CONKITTEE THE NEED TO DEVELOP A COMPREHENSIVE
WATER MASTER PIAN FOR EAST COUNTY
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
( 1 ) Refer to the Water Committee the need to develop a
Comprehensive Master Plan for water delivery to East County
communities . This review should include working with the current and
potential water providers--the Byron-Bethany Irrigation District, the
City of Brentwood, the Byron Sanitary .District, the Contra Costa Water
District , the East County Irrigation District, and Sanitation District
No. 19--to research capacity in the short term and long term future .
This review should include an assessment of the amount of growth
planned and how to best service the planned growth in the East County
communities . Equally important to capacity and supply in such an
analysis should be a complete analysis of water quality, long range
reliability and costs .
( 2 ) Refer to the committee the gathering of base data to address
these issues , define a process for further analysis, and examine how
such a master planning process could be financed .
BACKGROUND INFORMATION: Now is the time to develop a Comprehen-
sive MasterPlan for water delivery for East County communities--
particularly in the Brentwood, Byron and Discovery Bay areas--to look
at volume, quality and reliability issues and different water source
potentials . While the options are several, the costs may vary
significantly between alternatives and the quality issues need to be
openly discussed to avoid piecemeal planning and the possible
implementation of a system or systems requiring expensive retrofits or
entire replacements later in time. A piecemeal implementation of
water systems could be both inefficient and wasteful economically.
Currently, a number 'of significant events are set to occur and
other potential changes are on the horizon which together speak
strongly to the need for a coordinated water planning process:
(a ) the East County irrigation District has reached a "water
sale" agreement with the Contra Costa Water District which is mutually
beneficial--providing some additional water rights for CCWD while
providing some financial resources for ECID to offset the loss of
revenue due to urbanization.

(b) the Byron-Bethany Irrigation District is exploring the
possibility of providing water in a similar way for sale to urbanizing
areas .
(c) CCWD is implementing a regional water treatment plant in
Oakley.
(d) CCWD is doing a water study of future needs in parts of East
County.
(e) CCWD is examining an extension of its conveyance system to
complete a loop through the Marsh Creek area to its Clayton area
terminus .
( f ) CCWD is moving ahead with Los Vaqueros and a conveyance
system through the Byron area to Oakley.
(g) Brentwood is going to be lead agency in cooperation with
Contra Costa County and ECID is commencing an aquifer analysis to
determine the capacity and nature of the aquifer supply their wells .
(h) Contra Costa County and CCWD are interested in helping
providing a surface water supply to the Clayton Regency Mobile Home
Park where a well system has failed.
(i ) A Contra Costa County General Plan request for a "Discovery
Bay West" requires an EIR which will soon need to examine the water
supply options for the expanded community and the potential impacts on
the existing community.
( j ) the community of Byron is very concerned about its future
water supply and the potential for its current wells failing due to
ground water contamination.
(k) the Byron Advisory Council is interested in exploring the
potential for Byron Sanitary District to provide treated affluent for
non-potable water needs (e.g. , park and golf course irrigation) .
( 1 ) Brentwood is considering considerable additional growth. The
county and Brentwood have agreed to a joint committee to examine
regional growth issues and potential major projects such as Cowell.
Obviously, many issues need to be carefully addressed--including
growth inducing impacts, compliance with the 65/35 plan and current
urban limit lines--as all the information would be collated and
analyzed in developing an overall plan.
