ACCEPT report on water issues at the Marsh Canyon Landfill.
BACKGROUND/REASONS FOR RECOMMENDATION
At its January 7, 1992 meeting, the Board of Supervisors requested a report on the status of
two water issues related to Marsh Canyon Landfill:
1 Direction and status of the water lines to the Marsh Canyon Landfill; and
2. Status of the funding for water service to the Clayton Regency Mobile Home Park.
Water Line to Marsh Canyon Landfill
The Marsh Canyon Landfill Environmental Impact Report covers the issue of water service for
the landfill; that is, service from the Contra Costa Water District through a transmission line
originating in the Clayton area, west of the site. Apparently, when Waste Management applied
for service and final design of the route before the Water District in October 2, 1991, the Water
Board decided not to act pending completion of the Randall-Bold Utilization Study. The
Randall-Bold study analyzes the need for major transmission lines in the Brentwood area and
is expected to be released in late January.
According to Water District staff, an EIR for water transmission originating from the Brentwood
area could take five to six months.

Availability of Water for Mobile Home Park
The Environmental Health Department is working with the Contra Costa Water District, Clayton
Regency Mobile Home Park and Waste Management to provide a water line to the mobile home park
through a $1.4 million loan from the State Water Resources Board and a $1.8 million contribution
from Waste Management. At this time, the application deadline for the loan is February 9, 1992;
however, it is the County's understanding that the Office of State Drinking Water has informally
agreed to extend the deadline. The project would take approximately 18 months from initiation
to project completion. Staff believes that insofar as water service would be provided only to this
project and the Marsh Canyon Landfill from the westerly route, the project would be covered by
the Marsh Canyon EIR. The next steps are:
1. a three-party agreement between Contra Costa Water District, Clayton Regency
Mobile Home Park and Waste Management on their respective roles and
responsibilities concerning provision of water to the park;
2. approval of annexation of the mobile home park and Marsh Canyon Landfill to the
water district by LAFCO; and
3. a loan application to the State Water Resources Board.
At this time Contra Costa Water District is drafting the three party agreement. The landfill
annexation request is pending before LAFCO. The mobile home park needs to file an annexation
request with the Contra Costa Water District, who will then file with LAFCO.
