MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 28, 1992 SUBJECT: STATE HWY 4/BAILEY RD INTERCHANGE Project No.: 4660-6X4158 Task: ACQ Account: 3540 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Public Works Director to EXECUTE, on behalf of the County, a Rental Agreement, commencing October 30, 1991, with Yuan-Ji Su for the premises at 258/260 Bailey Road, W. Pittsburg. II. Financial Impact: Payments required are to come from the State Highway 4/Bailey Rd Interchange project fund which is 100% reimbursable from the Contra Costa County Transportation Authority. III. Reasons for Recommendations and Background: A. The County intends to acquire the land and improvements located at 258/260 Bailey Rd for use as rights of way for the State Hwy 4/ Bailey Rd Interchange project as soon as possible. B. The tenants of the units had requested, and the County concurred, that they be relocated from the dwellings prior to a purchase offer being made to the owner because of the extremely poor conditions of the units and the occupants' uncertain financial positions. C. The owner is in agreement with the County's objectives of having the tenants relocated, the units remaining vacant, the County paying rent on the units as they became vacant, and securing the premises against vandalism, trespassers, or other unauthorized occupants. IV. Consequences of Negative Action: The County could be liable for additional relocation expenses, the property would be exposed to continued vandalism, extensive and continuing dumping of garbage and additional occupancy (both lawful and unlawful).
