SUBJECT: Contractual Services Agreement with Darwin Myers Associates for
Preparation of an EIR for the UNIMIN Byron Sand Quarry Project (County
File 2078-91)
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair to execute the attached Contractual Services
Agreement for an amount not to exceed $50, 900, to prepare an
Environmental Impact Report on the proposed expansion of the Byron
Sand Quarry project.
FISCAL IMPACT
None. All costs for preparation of the EIR are to be covered by
fees collected from applicant.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The County is processing a land use application (#2078-91) for
expansion of an existing UNIMIN Sand Quarry in the Byron area. An
initial environmental study indicated the need for an environmental
impact review. The Notice of Preparation indicated the need for
evaluation of impact on (a) earth, (b) air, (c) water, (d) biotic
resources, (e) noise, (f) natural resources, (g) risk of upset, (h)
transportation, (i) public services, (j) energy, (k) aesthetics,
and (1) cultural resources. The EIR is intended to analyze these
issues and identify suitable mitigation or alternatives.
After careful consideration of the time constraint and the
consultant's qualifications, the staff is recommending the
selection of Darwin Myers Associates of Martinez .
