SUBJECT: REPORT ON WATER DISTRICT SERVICE CAPABILITY, WATER SUMMIT MEETING
SCHEDULE, BRENTWOOD GROUNDWATER STUDY, RECYCLED WATER ORDINANCE

RECOMMENDATIONS
1. Authorize the Chair to sign letters to water agencies
requesting information on their ability to provide future
water service for areas which may be developed (as identified
in the General Plan) ; and request the Community Development
Department to work with water districts on this issue.
2 . Authorize the Chair to sign letters to the East Bay Municipal
Utility District and the Contra Costa Water District
requesting the districts to suggest an appropriate time for a
water "summit" meeting to be held with the respective Board
members.
3 . Authorize an expenditure of $5, 000 from the Water Agency
budget to the City of Brentwood (as lead agency) , to aid in
initiation of a Groundwater study in the Brentwood area.
4. Direct the Community Development Department to communicate
with water agencies regarding potential for long-term
application of the interim drought ordinance requiring
construction operations to use reclaimed water.
FISCAL IMPACT
If item #3 is approved, a $5, 000 expenditure from the Water Agency
budget would be required. The Water Agency has funds in the FY
199.1-92 budget for this purpose.

BACKGROUND/REASONS FOR RECOMMENDATIONS
1. At the Water Committee meeting on January 13, the Contra Costa
Water District indicated that a Master Plan for water service
in portions of the east County area would be prepared this
year. In addition, the City of Brentwood and other agencies
(including the County-see item #3) are involved in initiation
of a preliminary study of groundwater in the Brentwood area.
Given the degree of growth expected in some areas of east
county, coupled with the reliance on groundwater in these
areas, the need and potential for a comprehensive outlook was
discussed. At this time, the Water Committee recommends
requesting input from each water district as to anticipated
ability to provide water service to areas with potential for
development within the next 20 years, as designated in the
General Plan.
2 . On June 4, 1991 the Board authorized a joint Board - of
Supervisors/Board of Directors meeting between Contra Costa
and Alameda Counties, with the East Bay Municipal Utility
District (EBMUD) and Contra Costa Water District (CCWD) . The
meeting would focus on future water supply options, and the
potential for water sharing. The Water Committee wishes to
expedite this meeting, but at the request of the water
districts has agreed to wait until the initial environmental
review process is completed, and draft EIR/EISs are released.
The Water Committee recommends that some effort go forward in
order to make a determination as to when this meeting can
occur. Currently, CCWD is working on environmental
documentation for the Los Vaqueros project, and EBMUD for it's
Water Supply Improvement Program.
3 . On November 19, 1991 the Board approved in concept a grant of
$5, 000 for the above-mentioned study of groundwater in the
Brentwood/Discovery Bay area. With technical oversight by the
County, and receipt of a report at the end of the preliminary
study period, the Water Committee recommends going forward
with the grant, and the project.
4. On April 16, 1991, due to a prolonged drought situation, the
Board adopted an urgency ordinance requiring construction
activities such as dust control and compaction to use
reclaimed (recycled) wastewater. This ordinance would
terminate when the Board determines the drought is no longer
a threat, or on April 30, 1992. The Water Committee recommends
communication with water districts as to the feasibility of
this program on a non-urgency basis.

On January 21, 1992 the Board of Supervisors authorized this letter in order to more firmly
determine Water Agency ability to provide future water service for areas which may be
developed, as identified in the 1991 General Plan or as they may be amended. The Board is
interested in the ability of water districts to provide water service to those areas with
potential for development within the next twenty years.
Of those portions of the County where growth is planned, there are several locations where
significant growth is expected to occur. The Board understands that in many cases future
planning'efforts on behalf of the water districts anticipate and probably accommodate those
needs. In addition, ongoing efforts to provide surface water supply via expansion, as well as
upgrading of existing systems, will take place. The potential for a limited water supply as a
result of the continued drought situation has caused some concern in regard to the issue of
long term, adequate water availability to serve the growth plans of the cities and the County.
Due to the fact that several studies are either underway or are expected to be underway soon,
the need and potential for a comprehensive outlook was deemed necessary by the Board's
Water Committee. Identification of water district abilities to provide water service to serve
future development is a necessary first step towards that end. Provision of this information
and/or meeting with Community Development Department representatives in this regard would
be appreciated. The Community Development Department is available to work with you or

For some time,the Contra Costa County Boards of Supervisors has been interested in.holding
a meeting with the Contra Costa Water District and East Bay Municipal Utility District Board
of Directors, as well as the Alameda and Contra Costa Boards, in order to discuss available
water supply options and potential water-sharing scenarios. Your district was present at a
briefing held by the Board's Water Committee on this issue in May of 1991. Several issues
were addressed, among them the need for more equitable rationing programs within the
County, the potential for water-sharing between water districts, and joint participation in the
Los Vaqueros Reservoir. The Board approved the request for a meeting of the respective
boards on June 4, 1991. At the request of the Water Districts, arrangement of this meeting
was deferred until environmental review was largely completed and draft documents were
available regarding the Los Vaqueros EIR/EIS, and the Water Supply, Improvement EIS.
The Board in interested in scheduling a meeting of the respective Boards, and is requesting
water district participation in targeting potential dates for this meeting to take place. The
Board understand the need for environmental documentation to go forward without prejudice,
however the Board wishes this meeting to go forward in order for this documentation to
reflect the current and future needs of the larger, two-county area.
