SUBJECT: REFER TO THE FINANCE COMMITTEE REQUEST FOR INCREASE LEVEL OF
SERVICE AT THE OAKLEY LIBRARY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Finance Committee a request to
increase the level of service currently being provided at the Oakley
Library. Review the current hours of operation and book stock at the
Oakley Library. Review the potential for expansion of the current
library into uninhabited areas of the County Facility which now houses
the library. Review current signing of the building. Request Finance
Committee to review with the County Librarian -estimates for a new
library facility.
BACKGROUND INFORMATION: The current operating hours and physical
accomodations of the Oakley are severely restricted to the point that
many members of the community are unaware of it's existence. Adjacent,
portions of the County facility which houses the Oakley Library are
now uninhabited and may be available for expansion.
Members of the community have indicated that the signage of the
library is inadequate. Several have volunteered to construct and
place a more visible sign in front of the facility, but require
approvals to do so. Ann Marie Gold (County Librarian) has met with
both .the Oakley Friends of the Library and the Oakley Municipal
Advisory Council . These groups have expressed their interest in
enhancing and improving the current level of service at the Oakley
Library, as well as planning for a new library facility in the future.
I have been involved in discussions over these issues with the MAC
members for some time and initiated language in the Bethel Island
Specific Plan and the Oakley General Plan to address some of the
concerns regarding location and construction of a new facility.
Oakley has a current population of approximately 18,000 and the
surrounding service area (including Bethel Island) brings that total
to approximately 22, 000 . A strong consensus of residents in the
Oakley-Bethel Island area is that the current level of staffing (only
17 hours per week) is terribly deficient. I concur with this
sentiment and urge that we explore what can be done to provide a more
equitable staffing level.
