SUBJECT: Comprehensive Housing Affordability Strategy for the Urban County
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Hold public hearing and approve the Comprehensive Housing
Affordability Strategy (CHAS) for the Contra Costa Urban County and
authorize the Director of Community Development to submit the CHAS and
required certifications to the U. S. Department of Housing and Urban
Development for federal approval.
FISCAL IMPACT
No direct General Fund impact. An approved Comprehensive Housing
Affordability Strategy is required for County participation in the
majority of housing and homeless programs funded through the U. S.
Department of Housing and Urban Development (HUD) , including: the
Community Development Block Grant Program (CDBG) ; HOME Program;
Emergency Shelter Grant Program; McKinney Act Programs; and Shelter-
Plus Care. Assuming the CHAS is approved by HUD, the County
anticipates receiving an estimated five to six million dollars in
funding through these programs during FY 1992-93 .

The Chair declared the hearing open. Mr. Fred Messreni, 776 Winterside
Circle, San Ramon, appeared and urged approval. There being no further speakers,
the hearing was closed and the Board approved the above recommendations.
The Board also REQUESTED Community Development Department to prepare
letters for the Chair's signature urging increased funding and .local discretion in
disbursement of funding.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In accord with the requirements of Title 1 of the National Housing
Act, the Community Development Department has prepared a
Comprehensive Housing Affordability Strategy for the Urban County.
Federal approval of this document is required to enable the County
and project applicants within the Urban County to participate in
the majority of federal housing and homeless programs. The CHAS
replaces two documents previously required by HUD: the Housing
Assistance Plan, previously required for participation in the CDBG
program; and the Comprehensive Homeless Assistance Plan, required
for participation in the McKinney Act programs.
The County's CHAS is derived from the detailed statement of housing
goals, policies, and strategies set forth in the Housing Element of
the recently adopted Contra Costa County General Plan, 1990-2005.
In addition, the CHAS incorporates policies and strategies
developed in the County's currently approved Comprehensive Homeless
Assistance Plan and the FY 1990-93 Housing Assistance Plan. As
required by HUD, the CHAS contains: an assessment of Urban County
housing needs for very-low, low and moderate-income households, the
homeless, and special needs populations; a five-year strategy
describing the County's plan for addressing affordable and
supportive housing needs; and a one-year plan identifying available
resources and their use in alleviating housing needs during FY
1992-93 .
