MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 21, 1992 SUBJECT: STATE HIGHWAY 4/13AILEY ROAD INTERCHANGE Project No.: 4660-6X4158 Task: ACQ Account: 3540 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: A. AUTHORIZE purchase differential payment in an amount of $15,000 and APPROVE the Relocation Assistance Claim from William & Leslie Touchstone. B. AUTHORIZE Principal Real Property Agent to sign claim form on behalf of the County. C. AUTHORIZE the Auditor-Controller to issue a check in the amount of $15,000 to: Founders Title Insurance Company, 659 Main Street, Martinez, CA, to be forwarded to the Real Property Division for delivery. II. Financial impact: Payment to be made from the State Highway 4/Bailey Road Interchange Project Fund which is 100% reimbursable from the Contra Costa Transportation Authority. III. Reasons for Recommendations and Background: The Touchstones reside at 471 South Broadway, Pittsburg, a dwelling from which they are being displaced because of the interchange project. The purchase differential payment is part of their relocation entitlement required by Government Code § 7260, et seq. IV. Consequences of Negative Action: County would not be in compliance with state law.
