SUBJECT: LEASE - 2099-D ARNOLD INDUSTRIAL WAY, CONCORD, CALIFORNIA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE a Lease, commencing December 1, 1991 and ending
November 30, 1996, with the Motheral Family Trust for the
premises at 2099-D Arnold. Industrial Way, Concord, for
occupancy by the Housing Authority, under the terms and
conditions more particularly set forth in said Lease, which is
on file with the Clerk of the Board, and AUTHORIZE the
Executive Director of the Housing Authority to EXECUTE said
Lease on behalf of the Housing Authority.
DETERMINE that the above project is a Class 1A Categorical
Exemption under the California Environmental Quality Act.
DIRECT the Director of the Community Development Department to
FILE a Notice of Exemption with the County Clerk.
II. FINANCIAL IMPACT
Payments are to come from the Housing Authority.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
Provide office and warehouse space for the Housing Authority' s
public housing rehabilitation and maintenance program' s staff
and their equipment and supplies consisting of refrigerators,
stoves, water heaters, building materials, etc. The premises
will also be used for storage of Housing Authority files .

LEASE - 2099-D ARNOLD INDUSTRIAL WAY, January 21, 1992
CONCORD, CALIFORNIA
Previously, the premises was occupied by a fire extinguisher
sales company that used the premises for offices for 15
salespeople and storage for fire extinguisher supplies .
The planned use will be consistent with the prior operator' s
use of the premises as office and warehouse space. There will
be no interior or exterior alterations .
The premises will not be used for any purpose related to the
County' s homeless services, including the operation of a
homeless shelter at 2047 Arnold Industrial Way, Concord,
absent further review under and in compliance with the
California Environmental Quality Act.

Mr. Jack Provine, 500 Ygnacia Valley Road, Suite 390, Walnut
Creek, representing Memory Gardens, Inc. , addressed the Board in
connection with Consent Item No. 1. 50, requesting that the Board's
record show that it is the position of Memory Gardens that the
execution of the lease for 2099-D Arnold Industrial Way, Concord,
should be in compliance with CEQA requirements.
