Supervisor Torlakson forwarded the attached report to our Committee on November 25, 1991, recommending the composition for a GBF Landfill Closure Committee. Our Committee considered this matter at our Committee meeting on January 6, 1992 . We believe that the composition which has been recommended by the Antioch City Manager is heavily slanted to membership from the City of Antioch. Our Committee has, therefore, recommended that two additional seats be added to the Closure Committee as recommended by the Antioch City Manager. These two additional seats would include either Supervisor Torlakson or a member of the East County Regional Planning Commission, at the option of Supervisor Torlakson, and the County Health Officer, who also serves as the Health Officer for the City of Antioch and who has the authority to order the closure of the GBF Landfill . I support this proposal. I believe this will get the job done and will minimize my time and county staff time. This is a unique cooperative effort between the city and the county to address local concerns as well as regional issues related to this landfill closure. A report from the committee to the Board of Supervisors should be requested at regular intervals .
