SUBJECT: REPORT ON THE COMPOSITION OF THE GBF LANDFILL CLOSURE
COMMITTEE
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 , Create a GBF Landfill Closure Committee of nine members,
consisting of the following:
Four citizens representing neighborhoods most affected by
the project, two appointed by the Board of Supervisors on
the nomination of the Supervisor from District V and two
appointed by the Antioch City Council .
Two members appointed by the Mayor of Antioch, one of whom
is to be a City Councilperson and the other of whom is to be
a Park/Recreation Commissioner.
One member appointed by the Board of Supervisors on the
nomination of the Supervisor from District V, to be either a
member of the East County Regional Planning Commission or
the Supervisor from District V.
One member to be the City Attorney for the City of Antioch.
One member to be the County Health Officer.
2 . Remove this matter as a referral to both the 1991 and 1992
Internal Operations Committees since it has now been
disposed of by the 1991 Internal Operations Committee.

BACKGROUND:
On February 5, 1991, at the request of Supervisor Torlakson, the
Board of Supervisors referred to our Committee the matter of
establishing a GBF Landfill Closure Committee of between 5 and 11
members to develop advice on closure options .
Supervisor Torlakson forwarded the attached report to our
Committee on November 25, 1991, recommending the composition for
a GBF Landfill Closure Committee. Our Committee considered this
matter at our Committee meeting on January 6, 1992 . We believe
that the composition which has been recommended by the Antioch
City Manager is heavily slanted to membership from the City of
Antioch. Our Committee has, therefore, recommended that two
additional seats be added to the Closure Committee as recommended
by the Antioch City Manager. These two additional seats would
include either Supervisor Torlakson or a member of the East
County Regional Planning Commission, at the option of Supervisor
Torlakson, and the County Health Officer, who also serves as the
Health Officer for the City of Antioch and who has the authority
to order the closure of the GBF Landfill .

SUBJECT: GBF LANDFILL CLOSURE COMMITTEE
Attached is a copy of a recommendation from
Antioch City Manager David Rowlands to the Antioch City
Council relative to the establishment of the GBF Closure
Committee.
I support this proposal. I believe this will get
the job done and will minimize my time and county staff
time. This is a unique cooperative effort between the
city and the county to address local concerns as well as
regional issues related to this landfill closure.
A report from the committee to the Board of
Supervisors should be requested at regular intervals .
