RECOMMENDATIONS:
1 . Remove this item as a referral to our Committee and instead
refer it to the 1992 Internal Operations Committee.
2 . Request the Community Development Director to respond to the
questions raised by the Board of Supervisors on September
171 1991 by reporting on this matter to the 1992 Internal
Operations Committee on February 24, 1992 .
BACKGROUND:
On September 17, 1991, the Board of Supervisors approved
recommendations from our Committee requesting additional data
from the Community Development Department on the Resource
Recovery Programs and Budgets of the County and each incorporated
city, specifically in terms of possible areas of overlapping and
duplication, what the cities have requested the County to collect
for them in the way of tipping fees for AB 939 Programs from the
80 cents identified for this purpose and what the County' s
budgets are for resource recovery programs and AB 939 activities.
Staff filed the attached report with our Committee on January 6,
1992, asking for some additional time to complete their review of
the plans which have been submitted to the County and to assembly
and analyze the requested data. Staff indicated that the data
could be available by the end of January or the first part of
February, 1992 . We have, therefore, recommended that this item
be referred over to the 1992 Internal Operations Committee to
hear on February 24, 1992 .

SUBJECT: Resource Recovery Programs Report
RECOMMENDATION:
Continue consideration of AB 939 Tipping Fees and Resource Recovery Fees
to the Internal Operations Committee ' s meeting of February 10, 1992 or
of February 24, 1992.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Internal Operations Committee requested three items for further
consideration:
1 . The County' s budgets for the AB 939 Tipping Fee and for the
Resource Recovery Fees;
2. An analysis of cities resource recovery activities which
identifies areas of overlap or duplication of efforts between the cities
and the' County; and,
3 . A report on the cities ' request for AB 939 Tipping Fee and the
programs which will be funded by the fee .
Items #2 and #3 have not yet been able to be prepared for your review.
Staff recognizes that these two items are critical in your consideration
of the fees . As a result , staff believes it is appropriate to present
all the information you requested at the same time to provide the
overview and comparison your Committee wants to conduct a thorough
analysis of the funding for resource recovery programs .
However, at this time, we would like to provide you with preliminary
information regarding the three items .
1 . County Resource Recovery Programs Funding.
Under AB 939 , the AB . 939 Tipping Fee may be used only for
solid waste planning until such time as the local
jurisdiction' s final Source Reduction and Recyling Element is
submitted to the California Integrated waste Management Board.
The County' s use of the AB 939 Tipping Fee through, probably ,
June, 1992 will cover preparation of the County ' s SRRE and
HHwE, staffing of the AB 939 Task Force and its subcommittees ,
preparation of the Countywide Integrated waste Management
Plan, preparation of the Siting Element , and preparation of.
the Environmental Impact Report ( EIR ) for the Countywide Plan.
Under AB 939 the County is responsible for preparation of the
Cc;untyu1ide Plan and of the Si.tinq Element .
