SUBJECT: REPORT ON THE STATUS OF THE CHILD CARE BROKER CONTRACT WITH
THE CONTRA COSTA CHILD CARE COUNCIL AND AVAILABLE MEANS TO
FINANCE THE CONTRACT
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Agree to establish baseline funding for the Child Care
Broker function provided through contract with the Contra
Costa Child Care Council, effective with the 1992-93 fiscal
year and thereafter, in an amount not to exceed $25,000,
with additional augmentation to be identified by the
Community Development Department depending on the level of
development activity and the appropriateness of dedicating a
portion of mitigation funding from the County' s Child Care
Ordinance to the Child Care Broker function. Supervisor
McPeak wishes to dedicate up to $25,000 from the Transient
Occupancy Tax generated within the Pleasant Hill/BART
Redevelopment Project Area (Embassy Suites Hotel) for
purposes of providing this baseline funding. Supervisor
Schroder would prefer that any such baseline funding come
from the General Fund, rather than identifying a specific
revenue source for this purpose.
2 . Request the Community Development Director to update the
activity which has occurred as a result of the Child Care
Ordinance, including the developments which have been
covered, amounts which have been generated to mitigate
increased child care demands, the types of mitigation which
have been provided and the areas of the County in which the
mitigation has been provided and provide a report on this
subject to our Committee by March 1, 1992 .
3 . Request the Contra Costa Child Care Council to prepare a
report on what services the Child Care Broker contract has
provided to the County and the child care community and
provide this report to our Committee by March 1, 1992 .

BACKGROUND:
On November 19, 1991, the Board of Supervisors approved a
contract with the Contra Costa Child Care Council for the Child
Care Broker function. The Board also referred the contract to
our Committee to monitor any amendments or future extensions of
the contract. On December 10, 1991, the Board also referred to
our Committee a November 27, 1991 letter from the Executive
Director of the Contra Costa Child Care Council requesting
clarification of the availability of Transient Occupancy Tax
revenue from the Embassy Suites Hotel to support the Child Care
Broker function. On January 6, 1992, our Committee met with
Harvey Bragdon and Linda Moulton from the Community Development
Department and Catherine J. Ertz-Berger, Executive Director of
the Contra Costa Child Care Council .
Supervisor McPeak summarized the history of the funding for the
Child Care Broker and commitments which have been made for the
use of the Transient Occupancy Tax to date as follows :
When the County was considering the development of a child care
ordinance which would require mitigation of the child care
impacts of new commercial or residential development, the
development community made it clear that they objected to simply
being asked to pay a fee. In addition, it was obvious that the
unincorporated area of the County is diverse and different areas
of the County. faced very difference needs and had widely
divergent resources available to meet existing needs . Therefore,
the County developed an ordinance which required that child care
impacts from development be mitigated, but required that the
manner in which those , impacts were to be mitigated take into
account the existing needs and available resources . The function
of the Child Care Broker is, among other functions, to negotiate
with developers on the most appropriate type of mitigation to put
in place. There is also a good deal of planning and research
which needs to be done by the Broker in addition to actually
working with developers . To date, the Child Care Broker function
has been funded by the Redevelopment Agency and by developer
fees . However, when development activity is down, this source of
revenue drops and currently there are few, if any, prospects for
additional developer revenue to be available to fund the contract
after June 30, 1992 .
Supervisor McPeak went on to clarify that the Board of
Supervisors has already committed the first $250,000 in Transient
Occupancy Tax revenue from the Embassy Suites Hotel, with $50,000
going to the Pittsburg Pre-School Coordinating Council and the
next $200,000 going to construct a child care facility in North
Richmond. These funds are for child care affordability and do
not relate to the Child Care Broker function.
Ms . Ertz-Berger clarified that she is currently recruiting for a
1/2 time Child Care Broker who, in addition to actually working
with developers, would be doing a survey to update the
information which is available on the cost of child care in the
County and which would also update the Child Care Council ' s
information on what individual cities are doing in the area of
child care. She feels that what is needed is a guaranteed
baseline of funding which is not dependent on the level of
development activity, with supplemental funding. to be made
available from developers as development activity dictates the
need for a greater time investment.

Supervisor Schroder asked that the Committee be provided an
updated report on what impact the child care ordinance has had in
terms of the types of mitigation which has been undertaken. In
addition, he requested a more detailed description of what the
County has gained from having had the Child Care Broker function
in place. Our Committee is, therefore, requesting that such
reports be developed and provided to our Committee by March 1,
1992 . In the meantime, our Committee agrees that some baseline
funding has to be made available so the Child Care Council knows
whether to hire someone for only a few months or whether the
Child Care Broker function will be an ongoing responsibility. We
have, therefore, agreed on the use of up to $25,000 to provide
this baseline funding, beginning July 1, 1992 . This amount would
be augmented as needed and as funds from development activity are
available. Our Committee disagrees on the source of funding for
this baseline amount. Supervisor McPeak wants to specify that
the funds will come from the Transient Occupancy Tax in the
Pleasant Hill/BART Station Redevelopment Project Area, while
Supervisor Schroder would prefer that the funding simply come
from the General Fund, without designating the specific source of
the funds . This issue will, therefore, have to be resolved by
the full Board.
