TO: Board of Commissioners DATE: January '14, 1992 FROM: perfecto Villarreal , Executive Director cc: SUBJECT: AWARD OF CONTRACT FOR LAS DELTAS CHILD CARE DEVELOPMENT CENTER LAS DELTAS, RICHMOND, CA011006 I. RECOMMENDED ACTION: Approve award of contract on Las Deltas Child Development Center, to Cal Interstate Construction, Inc. in the amount of $495,000 for the construction of a child development center in North Richmond, authorize the Executive Director of the Housing Authority to execute the contract, 'as recommended by the Advisory Housing Commission, and authorize the Auditor-Controller's office to release $200,000 from the Transient Occupancy Tax Revenue fund account to the Housing Authority for the payment of construction costs related to the North Richmond Child Care Development Center. II. FINANCIAL IMPACT: This project will be funded through a Contra Costa County Community Development Block Grant ($200,000) and the Transient Occupancy Tax fund ($200,000) . The amount of the bid exceeds the currently available funding for the project by $95,000. To provide for this shortfall , staff will request additional funding from the Community Development Block Grant program contingency fund and other funding sources. III. REASONS FOR RECOMMENDATION/BACKGROUND: This project involves the construction of a 3950 square foot child development center adjacent to the Housing Authority's administrative offices in North Richmond. Three bids were received and Cal Interstate Construction, Inc. was the successful low bidder with a bid in the amount of $495,000 for the base bid. A copy of the bid abstract is attached for your review. Staff has made inquiries regarding the references for Cal Interstate, Inc. and the references have been favorable. A contract award protest was filed by United Association, Local Union 159. The Housing Authority's Executive Director and the Director of Development met with a representative of Local Union 159 on December 23, 1991 to discuss the protest. After the meeting, the representative of Local Union 159, Mr. Aram Hodess, agreed to withdraw the pro test ,and provided the Housing Authority a letter withdrawing the contract award protest. A copy of that letter is attached. DEPUTY P At its regular meeting on December 16, 1991, the Advisory Housing Commission voted to recommend the selection of Cal Interstate Construction, Inc. for this construction contract. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the award of the construction contract to Cal Interstate Construction, Inc. , the Housing Authority would be forced to begin the selection process again. This would delay the construction of a new child development center in North Richmond and would delay the implementation of a vitally needed Headstart Program and the Living Free program in North Richmond.
