SUBJECT: CONTRACT AMENDMENT FOR $80,000 FROM THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM FOR THE LAS DELTAS CHILD CARE CENTER IN NORTH RICHMOND
I. RECOMMENDED ACTION:
APPROVE and authorize the Executive Director of the Housing Authority to
execute a contract amendment with the Contra Costa County Community Development
Department to increase the Community Development Block Grant Program payment
limit by $80,000 for a new contract amount of $280,000 for the Las Deltas Child
Care Center in North Richmond.
II. FINANCIAL IMPACT:
The development and construction of the proposed Las Deltas Child Care
Center in North Richmond will be funded through several funding sources. An
allocation of $200,0.00 from the County's Transient Occupancy Tax Fund has already
been made. In addition, the Contra Costa County Community Development Block Grant
Program had previously approved a funding grant of $200,000. Because the lowest
construction bid came in at $495,000, a funding gap of $95,000 exists for this
project. The provision of a contract amendment for an additional $80,000 to a new
payment limit of $280,000 from the Community Development Block Grant Program will
reduce the funding gap to $15,000. To cover this remaining shortfall , the Housing
Authority will seek funds from other sources.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
This project involves the construction of a 3950 square foot child development
center adjacent to the Housing Authority's administrative office in North Richmond.
Three construction bids were received and Cal Interstate Construction, Inc. was the
low bidder with a bid in the amount of $495,000 for the base bid. A total of
$400,000 had previously been raised with an allocation of $200,000 from the County's
Transient Occupancy Tax fund and an allocation of $200,000 from Contra Costa County's
Community Development Block Grant .Program. In order to award the construction
contract, an additional $95,000 needs to be raised. The Housing Authority has
requested an additional $80,000 in Community Development Block Grant funding for the
Las Deltas Child Care Center. The County's Housing and Community Development
Advisory Committee on January 8, 1992 approved an additional CDBG allocation of
$80,000, raising the total CDBG funds for this project to $280,000. A funding gap of
$15,000 still exists, and the Housing Authority will seek funds from other sources to
eliminate this funding gap and proceed with the construction of the Las Deltas Child
Care Center in North Richmond.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the execution of a
contract amendment for an additional $80,000 in Community Development Block Grant
Program funds for the Las Deltas Child Care Center in North Richmond, the Housing
Authority will lose an opportunity to obtain an additional $80,000 to help cover the
funding gap of $95,000 for the construction of this project. This would delay the
implementation of a vitally needed Headstart Program and the Living Free program in
North Richmond.
