SELECTION OF SHELTER, INC.. TO OPERATE
SUBJECT: THE HOMELESS WINTER RELIEF PROGRAM
I. RECOMMENDED ACTION:
Approve selection of Shelter, Inc. to operate the Central County Winter Relief
Program for the Emergency Homeless Shelter for Single Adults at 2047 Arnold Industrial
Way, Concord, California" and authorize the Executive Director to execute a service
contract with Shelter, Ifnc. for an amount not to exceed $127,622 for the operation of
the North Concord homeless facility.
II. FINANCIAL IMPACT:
The $127,622 topay for this homeless shelter service contract will come from
FEMA funds and County General Revenue funds allocated to the Housing Authority for
the operation of the homeless programs.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On November 19, 1991, the Board of Supervisors authorized the Housing
Authority to prepare a request for proposals from non-profit providers interested in
operating the Central County Winter Relief Program. The facility is located at 2047
Arnold Industrial Way, Concord, California. The Winter Relief Program will run from
approximately mid-Decembler, 1991 to March 31, 1992.
The announcement for request for proposals was advertised in the Contra
Costa Times. Informational letters were also mailed to homeless providers in Contra
Costa County. The Housing Authority received two responses to its request for
proposals. The respondehts were Shelter, Inc. and the Volunteers of America.
On Monday, December 9, 1991, a panel consisting of representatives from the
County Social Services Department, Community Services Department, Health Services
Department and the Homeless Management Officer reviewed the two proposals. It was on
their recommendation that the Housing Authority selected Shelter, Inc.
At its regular meeting held on December 16, 1991, the Advisory Housing
Commission recommended the approval of the selection of Shelter, Inc. to operate the
Central County Winter Relief Program for the homeless at 2047 Arnold Industrial Way
in North Concord.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve Shelter, Inc. to
operate the Central County Winter Relief Program, the Housing Authority will be
forced to begin the selection process again, thus disrupting the Winter Relief Progam
for the homeless of Central County.
