SUBJECT: ADOPTION OF RESOLUTION NO. 3622 COMMITTING $82,000 IN COMPREHENSIVE
IMPROVEMENT ASSISTANCE PROGRAM FUNDS TO THE CITY OF MARTINEZ
FOR THE AWARD OF CONSTRUCTION CONTRACT AND RELATED EXPENSES TO
COMPLETE THE SHELL AVENUE IMPROVEMENTS PROJECT AT CA011001
ALHAMBRA TERRACE, MARTINEZ, CA.
I. RECOMMENDED ACTIOR:
Adopt Resolution No. 3622 which commits $82,000 in Comprehensive Improvement
Assistance Program (C.I.A.P.) funds to the City of Martinez for the award of construction
contract and related expenses to complete the Shell Avenue improvements project at
CA011001, Alhambra Terrace, Martinez.
II. FINANCIAL IMPACT;,
The City of Martinez has committed $50,000 of traffic mitigation funds to
assist in the project (alcopy of their Resolution No. 167-91 is attached hereto) and
to manage the bid and construction process. Estimated costs for the project are
$132,000. In order to fully fund the project, $82,000 of participation from the
Housing Authority is required. These funds are available from C.I.A.P. Funds.
III. REASONS FOR RECO ii
The Housing Authority of the County of Contra Costa, in its continuing
effort to provide decent,' safe, and sanitary housing, requested that the City of
Martinez participate in a, jointly funded project with the Housing Authority for the
construction of a pedestrian/bicycle facility on Shell Avenue from Alhambra Creek to
Terrace Way. The improvements will provide a vehicular barricade and pedestrian
walkway along the Housing,, Authority frontage.
At its regular meeting on December 16, 1991, the Advisory Housingg
Commission voted to recommend adoption of Resolution No. 3622 committing $82,000
in Comprehensive Improvement Assistance Program (C.I.A.P.) funds to the City of
Martinez for the award of construction contract and related expenses to complete the
the Shell Avenue. Improvements Project at Alhambra Terrace, Martinez.

IV. CONSEQUENCES, OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolution No. 3622,
the City of Martinez will be unable to proceed with this jointly funded project with
the Housing Authority to provide a safe pedestrian walkway and bike trail on the
Housing Authority frontage.

RESOLUTION ,WHICH COMMITS $82,000 IN COMPREHENSIVE IMPROVEMENT
ASSISTANCE PROGRAM (CIAP) FUNDS TO THE CITY OF MARTINEZ FOR THE
AWARD OF CONSTRUCTION CONTRACT AND RELATED EXPENSES TO COMPLETE
THE SHELL AVENUE IMPROVEMENTS PROJECT AT ALHAMBRA TERRACE,
CA 11-1, IN MARTINEZ
WHEREAS, the Board o Commissioners of the Housing Authority of the County
of Contra Costa in its continuing effort to provide decent, safe
and sanitary housing did request that the City of Martinez
participate in a jointly funded project with the Housing Authority
for the construction of a pedestrian/bicycle facility on Shell
Avenue from Alhambra Creek to Terrace Way; and
WHEREAS, the City Council of the City of Martinez did approve on October 8,
1991 the preliminary plan and authorized city staff to continue
working with the Housing Authority to make the project a reality;
and
WHEREAS, the City of Martinez did approve the final plans for the project
and agreed ;tto let out the construction contract and provide the
contract administration for the project; and

WHEREAS, the City Council of the City of Martinez did committ $50,000 from
the city's '!lTraffic Mitigation Fund for this jointly funded project
on December 4, 1991; and
WHEREAS, the Housing Authority has federal funds available from the
Comprehensi4ve Improvement Assistance Program for the completion of
this project and wishes to work cooperatively with the. City of
Martinez in the completion of this improvement project;
NOW, THEREFORE, BE IpT RESOLVED that the Board of Commissioners of the
Housing Authority of the County of Contra Costa commits $82,000 in
Comprehensive Improvement Assistance Program funds to the City of
Martinez for the award of construction contract and related
expenses to complete the Shell Avenue Improvements Project at
Alhambra Terrace, CA 11-1, in Martinez, and authorizes the
Executive Director of the Housing Authority to execute any
documents necessary to complete this improvement project with the
City of Martinez.
This Resolution is to become effective immediately upon approval
by the Board of Commissioners of the Housing Authority of the
County of Contra Costa.
