Agricultural Chemical Disposal Day
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the County Department of Agriculture to co-sponsor an Agricultural Chemical Disposal Day
with the University of California Cooperative Extension and the Contra Costa County Farm Bureau.
BACKGROUND
Hazardous waste storage, transportation, and disposal have become major issues for many industries
in recent years. These issues impact the local agricultural industry due to agricultural chemicals
such as pesticides. Some growers are faced with storage and disposal of agricultural chemicals
which are no longer registered for their crop or no longer registered for use in California. Other
growers may have acquired property with existing structures containing pesticides that are no
longer legal or safe to use.
Until recently, very few options for disposal of these materials have existed. A grower could
contract with a private firm to dispose of these unwanted chemicals, however this can frequently
cost thousands of dollars for a grower who only wants-to-dispose of small amounts.
Assembly Bill 563, Hannigan, (chaptered Sept. 1990), provides some new opportunities to address the
issued of hazardous waste disposal by agriculture. These opportunities include:
I. Authorizes a county to develop and establish a collection program and in addition,
immunizes a county from certain liabilities related to hazardous waste collection;
2. Exempts an eligible participant (grower),. from certain fees, taxes, reporting, and
permitting requirements imposed currently on' the disposal of hazardous waste;
3. Allows for a "streamlined" regulatory process including certain variances for
transportation of wastes.
Agricultural Chemical Disposal programs have been successfully completed in nine counties to date
with many other counties working to take advantage of the opportunities provided by AB 563.
