. SUBJECT: STATE ALLOCATION (SUBVENTION) FOR A PORTION OF THE COST OF
THE COUNTY VETERANS SERVICE OFFICE OPERATION FOR FISCAL
YEAR 1991-1992
SPECIFIC REOUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept allocation :of $43 , 605 ( including $30, 208 pursuant to Section
972 of the Military and Veterans Code and $13 ,397 pursuant to Section
972 . 1 of the Code) from the State Department of Veterans Affairs as a
portion of the cost of the County Veterans Service Office (CVSO) for
fiscal year July 1, 1991 through June 30, 1992 and authorize the Chair
to execute certification document which is attached.
FINANCIAL IMPACT: ;
No additional County funds are required. This is an augmentation to
the County General Fund.
BACKGROUND:
The above allocation is expressly conditioned upon the observance of
standards and regulations prescribed by the Department of Veterans
Affairs.
An allocation has ,been awarded annually and is based upon available
State funds and in accordance with a formula reflecting each
California County's proportionate share of staffing, workload, and
services rendered ,as shown by quarterly reports evaluated by the State
during the 1991-1992 fiscal year.
The above-mentioned amount of $13 ,397 is also based upon certification
that the County has allocated funds in fiscal Year 1991-1992 in an
amount not less than the amount allocated in fiscal year 1988-1989 .
To accurately reflect County cost, the certified budget allocation
will include space, telephone, and other county expenses , which may
not be included in' the CVSO fiscal year all cations .

COUNTY CERTIFICATION
I hereby certify that 1 CONTRA COSTA County has appointed,
prescribed the qualifications for, and fixed the compensation of an officer
who is termed "County Veteran Service Officer, " that said officer administers
the aid provided for in Chapter 5 of Article 4 of the Military and Veterans
Code, and that the Board of Supervisors by appropriate action, hereby accepts
the foregoing allocation and the terms and conditions (Attachment I) pursuant
thereto. (NOTE: Please attach a copy of the resolution of acceptance from
the Board of Supervisors or delegation of authority from the Board to an

COUNTY CERTIFICATION CONTRA COSTA
I hereby certify that 61 County has (1) established and
maintains a County Veteran Service Office, in accordance with the staffing
level and workload under the formula based on performance established by the
California Department of Veterans Affairs, and (2) has allocated and will
expend county funds in; fiscal year 1991-92 in an amount not less than the
amount expended in fiscal year 1988-89, plus the amount allocated for FY
1991-92 pursuant to M&VC, Sec. 972.1, and that the Board of Supervisors, by
appropriate action, hereb epts the foregoing allocation and the terms and
conditions _(Attachment I pu suant thereto.
