Her Retirement ) RESOLUTION NO. 92/1
WHEREAS, Captain DonnaC. Irwin is retiring from her position with the
Sheriff-Coroner's Department after more than 35 years of County service, years marked
by dedication, innovation and professionalism; and
WHEREAS, born in Texas, where her, grandfather was a Texas Ranger, Donna arrived in the
Bay Area when she was five years old, and, influenced by her grandfather and her
mother, Sergeant Agnes Choate, graduated from the. Oakland Police Academy in 1964 and
in 1976 attained her Bachelor of Arts degree in Criminal Justice from California State
University in Sacramento and was the first woman in the Sheriff's Department to attend
the FBI Academy; and
WHEREAS, Captain Irwin began her service with Contra Costa County on July 5, 1955 and
began a series of "firsts," first female Sergeant to be promoted in the Sheriff's
Department in 1967, in 1979 the first female Lieutenant, and the distinction of
becoming the first female Captain in 1988; and
WHEREAS, during her tenure, she served in the Patrol, Juvenile, Court Services and
Detention Divisions; as Lieutenant in Charge proposed and oversaw the implementation
of the Civil Bureau's first computerization; assisted in the merging of the Marshal's
Office into the Sheriff"s Department; was Accreditation Manager for the then-new
Martinez Detention Facility and most recently served as that Facility's Administrator
and Assistant Division Commander; and
WHEREAS, Captain Irwin further demonstrated her professionalism while serving in
organizations including the Contra Costa Peace Officer's Association, Women Peace
Officer's Association, the California State Sheriff's Civil Procedures Committee, the
East Bay Captain's Association, and Soroptimists International;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
RESOLVED that Captain Donna C. Irwin is COMMENDED upon her retirement for her
exemplary record of public service to the citizens of this County; and
BE IT HEREBY FURTHER RESOLVED that January 10, 1992 is DECLARED "Donna C. Irwin Day"
in Contra Costa County in recognition of her distinguished service.
PASSED by unanimous vote of the Board members present on this 7th day of January,
1992.
