SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
On September 15th, consider endorsing the Bay Area Air Quality Management
District (BAAQMD) "Spare the Air" campaign and direct the County Administrator's
Office to ensure Contra costa County participation as an employer. Schedule on
September 15th a presentation by BAAQMD about the "Spare the Air" campaign.
BACKGROUND
Attached is a description of the BAAQMD "Spare the Air" campaign. It is important
that Contra Costa County, the fourth largest employer in Contra Costa, become a
participating employer so that we can voluntarily reduce single-occupant vehicle use
by our workforce on the days that are anticipated air quality problem days. This
could involve some targeted implementation of our TSM and telecommuting program.
September is the month for launching the "Spare the Air" campaign and for
promoting "Beat the Back-Up" Day.
On days forecast to exceed the state's air quality standard, the BAAQMD is calling
on Bay Area residents to "Spare the Air" by refraining from everyday activities such
as unnecessary driving and the use of oil-based paints, aerosol spray products,
charcoal lighter fluid, and gas-powered mowers.
All together, these various sources add 250 to 270 tons of pollution to the air every
day. That's even more than Bay Area industry contributes. If the Bay Area could
cut emissions as little as 10 percent tomorrow, that would remove over 25 tons of
harmful pollutants from the air we all breathe.
Ground-level ozone builds up when hot temperatures and intense sunlight act on
volatile organic compounds and nitrogen oxides to form ozone, a harmful air
pollutant.
Ozone can present a number of health problems for many residents, especially young
children, senior citizens, and individuals with respiratory problems such as asthma,
bronchitis and emphysema. Since the effects of ozone exposure can be exacerbated
by exercise, athletes may also experience some pollution-related symptoms such as
sore throats, watery eyes, and breathing difficulties.
