SUBJECT:APPROVAL OF 1992-93 STATE PRESCHOOL CONTRACTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
ACCEPT and APPROVE 1992-93 State Preschool contract with the Contra
Costa Community College District in the amount of $739, 163 for the
period of July 1, 1992, through June 30, 1993 to provide preschool
services to approximately 332 children; ACCEPT and APPROVE
preschool contracts with the following organizations to provide
1992-93 preschool services :

APPROVE and AUTHORIZE the Director, Community Services Department,
or her designee to execute the above contract documents on behalf
of the County, and AUTHORIZE the Auditor-Controller' s Office to
advance funds to Contractors pending receipt of funds from the
College District.

II . FINANCIAL IMPACT
Funds from this Contract are already reflected in the Department' s
FY 1992-93 budget.
III . CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve this Contract would result in the loss of
needed preschool services for approximately 332 children and
families .
IV. REASONS FOR RECOMMENDED ACTION
In August, 1992, the Contra Costa College District and Contra Costa
County were notified by the State Department of Education of the
award of funds to provide preschool services for 332 program-
eligible children residing in Contra Costa County. Contra Costa
College, a designated Local Education Administration for the
County, is eligible to receive these funds and has agreed to serve
as a pass-through for the County. The County will actually
administer and operate the program with a network of the above
referenced local preschool providers . The County will provide
direct preschool services to 100 children, with the remaining 232
children being served by the contractors .
All contracts will be reviewed and approved by County Counsel prior
to issuance.
The advance of funds will give contractors the ability for
immediate start-up services to children. No County funds are
involved with this request.
