Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Projects, and
DETERMINE that the projects are a California Environmental Quality Act Class 1C Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for
construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County
Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $650,000 for Byron Highway Overlay-North and $760,000 for Camino
Diablo Overlay, both funded by Federal Transportation Improvement Program (TIP) funds (88%) and
Measure C - Half Cent Sales Tax (12%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The projects include placing an asphalt concrete overlay on Byron Highway between State Route 4 and
Holway Drive, and on Camino Diablo between Camino Vaqueros and Byron Highway.
They are needed to preserve the integrity of the roadways and-keep them in a safe condition.
The projects have been determined to be in compliance with the General Plan and are exempt from
CEQA because they consist of minor alterations of existing public facilities involving no expansion of
use per Section 15301 of the CEQA Guidelines.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the projects will result in a delay of design and construction and may jeopardize
funding.
