MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: September 8, 1992 SUBJECT: Rescinding the Advertisement for bids for the Willow Pass Road Canal Bridge Project. Project No. 0662-6R4103-92. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE prior issuance of the Notification to Contractors rescinding the advertisement for construction bids authorized by Board action on July 28, 1992. II. FINANCIAL IMPACT: There is no change in financial impact. The estimated contract cost of the project is $890,000, funded by State Transportation Improvement funds (100%). 111. REASONS FOR RECOMMENDATION/BACKGROUND: On July 28, 1992, the Board of Supervisors approved plans and specifications for this project. Rescinding the advertisement for bids is required for the following reasons: •The California Department of Transportation (Caltrans) is the lead agency for the project to widen and lower Highway 4 between Willow Pass Road in Concord and Bailey Road in Pittsburg. •The Willow Pass Road Canal Bridge project is part of the project. In order to use all of the funds pledged by the State while not jeopardizing the receipt of State/Local partnership funds, this project was separated from the main project and, at the request by the Contra Costa Transportation Authority, was advertised by the County. IV. CONSEQUENCES OF NEGATIVE ACTION: The project advertisement must be rescinded because the County is acting on behalf of the Contra Costa Transportation Authority. o
