MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: SEPTEMBER 8, 1992 SUBJECT: FEDERAL INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT Project No.: 0676-6P1049 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: �L APPROVE attached resolutions providing matching funds for projects programmed in the 1993 Transportation Improvement Program (TIP) with Federal Surface Transportation Program (STP) or Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds. II. Financial Impact: County must provide the local match on each of the four projects to receive Intermodal Surface Transportation Efficiency Act (ISTEA) funding. Approximately $1,717,900 from various Area of Benefits and Measure "C" Return to Source fund will be used as the local match. There will be no impact to the General Fund. III. Reasons for Recommendations and Background: On April 21, 1992, the Board of Supervisors acknowledged and approved eleven applications submitted to the Contra Costa Transportation Authority (CCTA) for 1992 to 1994 ISTEA funds. In a letter dated July 29, 1992, the CCTA notified the Public Works Director that four projects were approved from the STP and CMAQ categories. The approved projects and their.funding categories are: 1) Byron Highway Paving funded under 1991/92 STP. Project # 0662-684209. 2) Appian Triangle Phase III - Reconstruction recommende uaranteed STP funding. Project # 0662-6R40 6. Consequences of Negative Action: Failure to adopt the Resolutions providing the local match to the four projects, for approval by MTC on September 22, 1992, will preclude the projects from receiving ISTEA funds. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 8, 1992 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 92/ 584 SUBJECT: A Resolution of Intent with regard to County Local Match and the State Transportation Program (STP) for the Olympic Boulevard Widening, Channelization and Overlay Project, from Las Trampas Creek to Tice Valley Boulevard in the Walnut Creek area. Project # 0662-6R4092. The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS,the County has applied and been recommended for$1,656,800 in STP funding for the Olympic Boulevard Widening, Channelization, and Overlay Project from Las Trampas Creek to Tice Valley Boulevard in the Walnut Creek area. The reconfiguration of the Interstate 680/State Route 24 interchange will provide direct access from Olympic Boulevard, rather than from Newell Avenue, as it presently exists. Olympic Boulevard will be widened to four lanes, with adequate width for shoulders, bike lanes, left turn channelization and parking. The project is scheduled for the 1993 Transportation Improvement Program (TIP) adopted by the Metropolitan Transportation Commission and approved by the Federal Highway Administration. WHEREAS, a prerequisite for inclusion in the 1993 TIP is the adoption of a local resolution stating that the Olympic Boulevard Widening, Channelization and Overlay Project will be constructed as described above and on the County's ISTEA application. WHEREAS, $757,200 in local matching funds will be provided by the South Walnut Creek Area of Benefit, and the County understands that the STP funding is fixed at $1,656,800, and therefore, any cost increases can not be expected to be funded with STP funds. No General Fund money will be expended. Project # 0662-6134275. The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS, the County has applied and been recommended for $505,600 in CMAQ funding for the San Pablo Dam Road Signals and Interconnection Project from Interstate 80 to May Road in the EI Sobrante area. New signals would be installed at the intersection of Milton Road and Clark Road. Interconnection would take place between Interstate 80 and May Road incorporating nine signals along 2.2 miles. The project is scheduled for the 1993 Transportation Improvement Program (TIP) adopted by the Metropolitan Transportation Commission (MTC) and approved by the Federal Highway Administration. WHEREAS, a prerequisite for inclusion in the 1993 TIP is the adoption of a local resolution stating that the San Pablo Dam Road Signals and Interconnection Project will be constructed as described above and on the County's Intermodal Surface Transportation Efficiency Act (ISTEA) application. WHEREAS, MTC has indicated that CMAQ projects will be eligible for State Traffic Management System (TSM) funds. Further, MTC has estimated that the San Pablo Dam Interconnect project will be eligible for $78,600 in TSM funds. WHEREAS, $99,300 local matching funds will be provided by the Richmond/EI Sobrante Area of Benefit and that the County understands that the CMAQ funding is fixed at$505,000, and therefore, any cost increases can not be expected to be funded with the CMAQ funds. No General Fund money will be expended. NOW, THEREFORE, the Board of Supervisors of Contra Costa County, by adopting this resolution of intent, does hereby authorize the local match for the San Pablo Dam Road Signals and Interconnection Project, and direct the Public Works Director to construct the project as described herein. Project # 0662-6114056. The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS, the County has applied and been recommended for $1,569,600 in guaranteed STP funding for the Appian Triangle, Phase III - Reconstruction Project from Richmond City limit, west to Appian Way, Appian Way at Valley View Road, and Sobrante Avenue from Appian Way to Valley View Road. The project will realign the through movement from Valley View Road to Appian Way,thereby providing more capacity to the intersection. Channelization and signalization are also expected to reduce accidents and improve access. The project is scheduled for the 1993 Transportation Improvement Program (TIP), adopted by the Metropolitan Transportation Commission and approved by the Federal Highway Administration. WHEREAS, a prerequisite for inclusion in the 1993 TIP is the adoption of a local resolution stating that the Appian Triangle, Phase III -Reconstruction will be constructed as described above, and on the County's Intermodal Surface Transportation Efficiency Act (ISTEA) application. WHEREAS, $708,400 in local matching funds will be provided by the Richmond/EI Sobrante Area of Benefit with the understanding that the guaranteed STP funding is fixed at $1,569,600, and therefore, any cost increases can not be expected to be funded with STP funds. No General Fund money will be expended. NOW, THEREFORE, the Board of Supervisors of Contra Costa County, by adopting this resolution of intent, does hereby authorize the local match for the Appian Triangle, Phase III - Reconstruction Project, and direct the Public Works Director to construct the project as described herein. Project # 0662-6R4209. The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS, the County has applied and been recommended for $436,000 in STP funding for the Byron Highway Paving Overlay Project, from State Highway 4 to Holway Drive in the Byron area. The project will upgrade the existing pavement section to extend the life of surface wearing course for ten plus years. This will match the pavement section amended into running south from Holway Drive to the Contra Costa/Alameda County line. The project has been amended into the 1992 Transportation Improvement Program (TIP) adopted by the Metropolitan Transportation Commission and approved by the Federal Highway Administration. WHEREAS, a prerequisite for inclusion in the 1992 TIP is the adoption of a local resolution stating that the Byron Highway Paving Overlay Project will be constructed as described above, and on the County's Intermodal Surface Transportation Efficiency Act (ISTEA) application. WHEREAS, $153,000 in local matching funds will be provided by Return to Source Measure "C" funds, with the understanding that STP funding is fixed at $436,000, and therefore, any cost increases can not be expected to be funded by STP funds. No General Fund money will be expended. NOW, THEREFORE, the Board of Supervisors of Contra Costa County, does hereby authorize the local match for the Byron Highway Paving Overlay Project, and direct the Public Works Director to construct the project as described herein.
