SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION FOR SECTION 8 RENTAL
CERTIFICATES UNDER THE FY 1992 FAMILY UNIFICATION PROGRAM
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3654 approving submission of a funding application under
the Fiscal Year 1992 Section 8 Rental Certificate Program for Rental Certificates to
be used in the Family Unification Program.
II. FINANCIAL IMPACT:
Contract authority will be provided by HUD for rental subsidy and administra-
tion of Section 8 Rental Certificates receiving Fiscal Year 1.992 funding.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
On July 23, 1992 the U.S. Department of Housing and Urba!i Development (HUD)
issued a notice that $50 million of budget authority is available for incremental
rental certificates. The Section 8 rental certificates are to be issued to families
who meet the Section 8 eligibility criteria and whose children are at risk of place-
ment in out-of-home care, or delayed in returning from care, because of the families'
lack of adequate housing.
In the distribution of funds to HUD Field Offices, allocation areas have been
established to ensure sufficient competition among housing authorities operating
Section 8 programs in those areas. Contra Costa County has been placed in the
Metropolitan Allocation Area of the San Francisco HUD Office and the application
deadline is 3:00 p.m. September 8, 1992.
For FY 1992, public housing authorities, with the assistance of public child
welfare agencies in eleven states, are eligible to apply for approximately 1,240
Section 8 rental certificates. The Housing Authority of the County of Contra Costa,
in conjunction with the Contra Costa County Social Services Department is submitting
an application for 80 Section 8 Rental Certificates to be used in the Family
Unification Program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3654
authorizing the submission of an application to HUD for Fiscal Year 1992 Section 8
Rental Certificates to be used in the Family Unification Program, the Housing
Authority of the County of Contra Costa could forfeit 80 additional Section 8 Rental
Certificates.

AUTHORIZING SUBMISSION OF APPLICATION FOR
SECTION 8 RENTAL CERTIFICATES UNDER
FAMILY UNIFICATION PROGRAM
WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistarice Payments to
residents of existing housing; and,
WHEREAS, The U. S. Department of Housing and Urban Development in its
Notice of Funding Availability, published in the Federal Register,
has requested applications for Section 8 Rental Certificates
under the Family Unification Program; and,
WHEREAS, The Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Development for
Section 8 Existing Housing Certificates for the Family Unification
Program for FY1992;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Housing Authority of the County of Contra Costa hereby authorizes
its Executive Director to file an application with HUD for
Section 8 Rental Certificates for the Family Unification Program.
The Executive Director is further authorized to subi.1it any
additional information in support of the applicat .o,n which may be
required by HUD.
This resolution shall take effect immediately.
