AGREEMENT FOR VOLUNTARY COMPLIANCE WITH
SUBJECT: TITLE VI OF THE CIVIL RIGHTS ACT OF 1964
I. RECOMMENDED ACTION:
APPROVE the proposed Voluntary Compliance Agreement with Title VI of the Civil
Rights Act of 1964 between the Housing Authority of the County of Contra Costa and
the U. S. Department of Housing and Urban Development (HUD) and AUTHORIZE execution
by the Chair or the Board of Commissioners and the Acting Interim Executive Director
of the Housing Authority, as recommended by the Advisory Housing Commission.
II . FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In March of 1987 the Department of Housing and Urban Development (HUD)
conducted a Title VI on-site review at the Housing Authority of the County of Contra
Costa. The review covered the following areas: Admission and Continued Occupancy
Policies; Tenant Selection and Assignment; and, Maintenance and the Delivery of
Services and Facilities by the Housing Authority.
At the end of the on-site review an exit conference was, held with the HUD
staff. During this conference the Housing Authority was advised of HUD's preliminary
findings. Specifically, the Housing Authority was advised that it would need to go
to a centralized waiting list and tenant assignment plan. At that time the Housing
Authority was taking applications at each development rather than on a community wide
basis. The HUD staff advised the Housing Authority that it would be receiving a
formal "Letter of Findings" which would specify that the Housing Authority implement
a community wide tenant selection and assignment plan and revise its Admission and
Occupancy Policy to reflect these changes.
Upon completion of the site review and exit conference, the Housing Authority
proceeded to implement the actions suggested by HUD staff, including the creation of
a single community wide waiting list. All of HUD's suggested actions were
implemented by July, 1988.

On March 27, 1992 the Housing Authority received the official results from HUD
of the on-site review they had conducted in March of 1987. The Housing Authority
responded to the HUD findings and met with HUD staff to go over the response.
HUD staff advised the Housing Authority that its voluntary efforts successfully
addressed all of the concerns identified during the review, and that execution of the
proposed "Voluntary Compliance Agreement" between HUD and the dousing Authority was
all that remained to be done.
At its Regular Meeting on August 17, 1992, the Advisory Housing Commission
voted to recommend approval of the proposed Voluntary Compliance Agreement and
execution by the Chair of the Board of Commissioners and the:Acting Interim Executive
Director of the Housing Authority.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the execution of the
Voluntary Compliance Agreement the HUD findings from the March 1987 on-site Title VI
review of Housing Authority of the County of Contra Costa would not be cleared from
the record.
