SUBJECT: WEST CONTRA COSTA SALESIAN BOYS AND GIRLS CLUB
ENRICHMENT, TUTORIAL AND RECREATIONAL PROGRAMS
I. RECOMMENDED ACTION:
APPROVE implementation of a pilot program to incorporate the recreational and
tutorial programs offered by the West Contra Costa Salesian Boys and Girls Club with
the activities offered under the U.S. Department of Housing and Urban Development
(HUD) Drug Elimination Program, Project Price, at CA011006, Las Deltas, North
Richmond, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The total cost of this pilot program to the Housing Authority would be
$8,893.50 and funding is available through the Housing Authority's Local Management
Fund.

III . REASONS FOR RECOMMENDATION/BACKGROUND:
A goal of the U.S. Department of Housing and Urban Development (HUD) is to have
a Boys & Girls Club at every public housing development. The Housing Authority
supports this goal and is interested in implementing a pilot program to incorporate
the recreational and tutorial programs offered by the West County Salesian Boys and
Girls Club with the activities offered to the youth at CA011006, Las Deltas, North
Richmond under the HUD Drug Elimination Program, Project Pride.
This pilot program is proposed for the period beginning September 16, 1992
through December 31, 1992. Because, the administrative structure which houses the
Project Pride Program is currently undergoing rehabilitation funded under a
Comprehensive Improvement Grant, the programs will be scheduled at Las Deltas and on
location at the West Contra Costa Salesians Boys and Girls Club. The program
anticipates serving approximately 70-120 youngsters ages 6 through 17.
At its Regular Meeting on Monday, August 17, 1992, the Advisory Housing
Commission voted to recommend approval of the implementation of a pilot program with
the West Contra Costa Salesian Boys and Girls Club and the HUD Drug Elimination
Program, Project Pride, at Las Deltas, and to authorize allocation of $8,893.50 from
the Housing Authority's Local Management Fund for this program.,

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the pilot program
between the West Contra Costa Salesian Boys and Girls Club and the HUD Drug
Elimination Program, Project Pride, the youth at CA011006, Las Deltas, North Richmond
would be deprived of a program which provides recreational , educational and social
activities to its participants.
