Martinez, Acting Interim Executive Director SUBJECT: AUTHORIZATION TO SUBMIT A CDBG APPLICATION FOR FUNDING THE CONSTRUCTION OF A CHILD CARE CENTER IN OAKLEY I . RECOMMENDED ACTION: AUTHORIZE the Acting Interim Executive Director of the Housing Authority of the County of Contra Costa to submit a $300,000 Community Development Block Grant (CDBG) funding application for 1993-94 to construct a child care center in the Los Arboles public housing development in Oakley, as recommended by the Advisory Housing Commission. II. FINANCIAL. IMPACT: The Housing Authority estimates that it will cost approximately $400,000 to construct a child care center at the Los Arboles public housing development in Oakley. Seventy-five percent (75%) of the necessary funds, or $300,000, is being sought from the Contra Costa County Community Development Block °"Grant program. The remaining $100,000 will be sought from other public and private funding sources, including the U.S. Department of Housing and Urban Development's Comprehensive Grant Program, public housing program, the County's Headstart Program, and the transient occupancy tax fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority currently owns and manages ten family public housing developments in eight different locations. Four of the public housing locations - Pittsburg, West Pittsburg, Rodeo and Brentwood - have various child care programs which serve the residents of public housing as well as the surrounding. community. Two of the locations - Antioch and North Richmond - have been targeted by the Housing Authority for the development and establishment of child care centers. Some funding has already been obtained for these proposed child care centers, and the Housing Authority is working on obtaining the remaining funds. There are two additional family public housing developments which do not have any chilo care centers - Oakley and Martinez. There is a tremendous need for affordable child care services in Oakley to enable many low income, single parent head of households to receive training, complete their education, or be able to go to work. Therefore, it is vital for the enhancement of the Los Arboles community in Oakley that a child care facility be established which will offer affordable child care services, as well as parent support services. The Housing Authority has some land in the Los Arboles housing development which can be used for the construction of a child care center. In addition, Housing Authority staff has met with the Headstart Program staff of Contra Costa County and anticipates support of this project. The United Council of Spanish Speaking Organizations would serve as the non-profit agency operating the Headstart Program facility and would cooperate with the Housing Authority in establishing this greatly needed community service. In 1991-92 the Housing Authority received a $35,000 CDBG grant for pre-development costs for this facility. The majority of the predevelopment work was completed this year. In the 1992-93 CDBG fiscal year, the Housing Authority submitted an application for $200,000 for the actual construction of the project. However, because of limited funds available in the CDBG program, this project was not awarded funds at that time. Consequently, the Housing Authority staff asks that a new funding request be submitted to CDBG, for the 1993-94 fiscal year, for $300,000 of the $400,000 needed to build a child care facility on Housing Authority owned property in Oakley. At its Regular Meeting on August 17, 1992 the Advisory Housing Commission moved to recommend approval of the submission of a $300,000 CDBG funding application for 1993-94 for the construction of a child care center at the Los Arboles public housing development in Oakley. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request to submit an application for $300,000 in Community Development Block Grant program funds, the Housing Authority would not be able to proceed with plans to develop and establish a child care center at the Los Arboles public housing development in Oakley. Additionally, the Board of Commissioners would be impeding the low income residents of the Los Arboles public housing develoment, and the surrounding community, from obtaining affordable child care services.
