Spooner, Contracts Administrator1.0 Cos DATE: August 27, 1992 County Approve Standard Agreement #29-464-1 with the State Department SUBJECT: of Mental Health for a Joint Primary Intervention Program (PIP) with Oakley Union School District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. Approve and authorize the Chair to execute on behalf of the County, a Statement of Compliance, the required Drug-Free Workplace Certification and Standard Agreement #29-464-1 (State #92-72005) with the State Department of Mental Health in the amount of $28,822 for the period July 1, 1992 through June 30, 1993. This is the second year of a three year joint project with Oakley Union School District to operate a Primary Intervention Program at Gehringer and Oakley Elementary Schools. B. Authorize the Health Services Director or his designee to negotiate and execute Standard Contract #24-613-1 with Oakley Union School District, for the period from September 1, 1992 through June 30, 1993, to carry out said Primary Intervention Program at Gehringer and Oakley Elementary Schools. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $28,822 of State funding for the second year of a three year Primary Intervention Program with Oakley Union School District. Sources of funding are as follows: $ 28,822 State Department of Mental Health 25,466 Oakley Union School District 10.040 County Mental Health In-Kind Share $ 64,328 Total Program Amount This agreement for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district involved. This joint 50% match is required for each of the three years of State funding. County Mental Health's in-kind contribution includes an allocation of a specific number of hours of current staff time already budgeted in the Department's budget, plus mileage and administrative/overhead costs. No new monies are required. No new County revenue will be generated by this grant as grant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District and to cover project operating expenses. The Primary Intervention Program (PIP) was established in California in 1982 to help young children get a good start in school by fostering a healthy self- concept, thereby deriving maximum profit from the school experience. In so doing, this would aid in the prevention of later-life problems of school failure, unemployment, substance abuse and emotional instability. In May, 1991 the State approved a joint application by the County Health Services Department and the Oakley Union School District for funding of this three year project at Gehringer and Oakley Elementary Schools. The Board Chair should sign thirteen copies of the agreement, twelve of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. GM:jp
