Accept this report from the Internal Operations Committee on the status of planning for meeting the child care needs in Contra Costa County. 2 . Adopt the attached Resolution endorsing the "Worthy Wage" Campaign, designed to increase the awareness of the community to the contributions of child care workers and their need for an adequate wage, in light of the vital service they provide to families in the community by caring for and educating our children. BACKGROUND: Now that the plan has been submitted for the new federal child care dollars, the Child Care Task Force has turned its attention to the implementation of the federal child care funds in the County, to updating the 1985 Child Care Plan in preparation for implementing AB 2141 (Speier) in Contra Costa County and to otherwise monitoring what progress is being made in planning for and meeting the child care needs in Contra Costa County. The Child Care Task Force will meet again on March 23, 1992, and we will report back to you again following that meeting. Additional information on this campaign is attached for your information. A Resolution is being introduced in the California Legislature to declare April 9, 1992 as Child Care Worthy Wage Day in California. The Child Care Task Force endorsed this effort and recommended that the Board of Supervisors adopt a similar Resolution, a copy of which is attached for your review and approval . J' IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of : Declaring April 9, 1992 as ) Child Care Worthy Wage Day in ) 92/ 70 Contra Costa County ) WHEREAS, Child care allows parents to provide for their family' s economic well being and that of the County and State, and WHEREAS, Research continues to demonstrate that unskilled and inconsistent care giving for young children negatively impacts their language and social development, and . WHEREAS, High quality child care enables children to optimize their development, and WHEREAS, High quality child care services require a well-trained and stable work force, and WHEREAS, Despite fulfilling state mandated education and training requirements, child care employees earn between one third and one half of what comparably educated workers earn in other fields, and real wages when adjusted for inflation for child care teachers and providers have decreased over 25% in the last fifteen years, and WHEREAS, Poverty level wages averaging $11, 000 a year and the absence of health or retirement benefits fuel an alarmingly high turnover rate among child care teaching staff and family day care providers, which has tripled to over 40% annually since the middle 19701s; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, RESOLVED: that April 9, 1992 be declared Child Care Worthy Wage Day throughout Contra Costa County to recognize the important contribution of the child care work force to the fiscal solvency of California and the well being of its children and families, and further, to acknowledge the need of the work force for higher wages and health benefits, AND BE IT FURTHER RESOLVED: That the Board of Supervisors asks the Child Care Task Force to advise the Board of any additional actions the Board can take to further support the "Worthy Wage" Campaign, AND BE IT FURTHER RESOLVED: That the Board of Supervisors calls on the members of the State Senate and State Assembly representing Contra Costa County to support and vote for any Resolution on this subject which is introduced in the California Legislature.
