SUBJECT: STATUS REPORT ON IMPLEMENTATION OF THE COUNTYWIDE DRUG AND
ALCOHOL ACTION PLAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
I . Concur with plans being made by the Health Services
Department and Regional Coordinators to schedule the next
meeting of the Countywide Coordinating Committee for April
23, 1992 at the Danville Town Hall, with the focus of the
meeting to be on Intervention, Treatment and Aftercare
Programs and strategies . In this regard, agree that another
meeting of the Countywide Coordinating Committee should be
held in East County in the fall of 1992, with the focus on
Law Enforcement Programs and strategies related to substance
abuse, with a Countywide Drug and Alcohol Summit to be
scheduled in Central or West County for January of 1993 .
The focus of this Summit will be to provide a two-year
review and update to the community on what the Action Plan
has accomplished.
2 . Request the Health Services Director and Regional
Coordinators to update the membership list for the
Coordination Committee and forward an updated list to the
Internal Operations Committee through the County
Administrator' s Office as soon as possible but no later than
March 23, 1992, for final confirmation by the Board of
Supervisors .
3 . In evaluating the impact of the Drug and Alcohol Action Plan
on the community, direct the Health Services Director to
develop evaluation criteria along the following lines :

The evaluation should be separated into three sections as
follows :
* Process : A description of what has been done in the
community as a result of the adoption of the Action
Plan.
* Actions : As a result of what was done, what results or
accomplishments did we see?
* Statistics : Data which measures changes in factors
which are considered to be valid indicators of positive
progress in reducing or eliminating the use of illegal
drugs and the abuse of alcohol in the community.
An outline showing how this evaluation will be conducted
should be presented to our Committee on March 23, 1992 .
4 . Request the Health Services Director and Regional
Coordinators to report to our Committee again on March 23,
1992 with, in addition to the outline of the evaluation
which will be conducted of the impact the Action Plan has
had on the community, the final plans and agenda which have
been made for the April 23, 1992 meeting of the Countywide
Coordinating Committee, future plans which are being made
for the fall Coordinating Committee meeting and January,
1993 Summit and any other activities which the Health
Services Director and Regional Coordinators believe should
be brought to the attention of the Board of Supervisors .
BACKGROUND:
On December 3, 1991 the Board of Supervisors referred to our
Committee oversight of the implementation of the Drug and Alcohol
Action Plan in Contra Costa County. The Health Services Director
was asked to report to our Committee quarterly, beginning January
27 , 1992 . The Regional Coordinators were invited to our
meetings . The Health Services Director was asked to report to
our Committee on the methodology which is proposed to be used to
evaluate the impact of the Action Plan on the community.
On January 27, 1992, our Committee met with Jerry Nava, Alcohol
Program Administrator; Dave Stegman, Regional Coordinator for
Supervisorial District 3; Vic Colman, OSAP Project Coordinator
for the Health Services Department; Eileen Lynch, from the
Alcohol Administration of the Health Services Department; and
Irene Dwinnell, OSAP Regional Coordinator for Supervisorial
District 4 .
Mr. Stegman reported on behalf of the Regional Coordinators and
described the very positive reaction from the last Countywide
Coordinating Committee meeting which was held at St. Mary' s
College in Moraga, hosted by Supervisorial District 2 . Mr.
Stegman described the revised organization which has been agreed
to to support the involvement of the community in the
implementation of the Action Plan. There has been agreement that
there should be approximately quarterly meetings of the
Coordinating Committee, hosted in turn by the various geographic
regions in the County, with an annual Summit to bring together
the entire community. The meetings of the Coordinating Committee
will rotate among the three major divisions of the Action Plan:
namely, Prevention & Education - Treatment and Intervention - Law
Enforcement and Interdiction.
Mr. Nava asked for clarification as to what our Committee
intentions were in terms of how rigorous a level of scientific
validity needed to be established by the evaluation criteria.
Our Committee suggested the process which is outlined above. The
evaluation would, then,, consist in general of a description of
what actions took place in the community, what got accomplished
during the same period of time and what data there is to support

the conclusion that certain progress has been made. A
scientifically valid cause-and-effect relationship between having
taken a certain action and a future result need not be
established. Our major concern is to show that certain actions
were undertaken, certain things resulted and that the data bears
out the fact that the results claimed in fact took place.
We are asking for the next report to our Committee to be made on
March 23, 1992 so that we can have some input into the final
planning for the April 23, 1992 Coordinating Committee meeting
and so that we can review the proposed outline for the evaluation
of the impact the Action Plan has had on the community before it
takes place.
