Direct the County Administrator to conduct a study of the cost and service delivery implications of authorizing truck company captain positions in Riverview Fire District and to determine the potential impact, cost and benefit of such an operational policy in other County fire districts including any potential impact on pending fire district consolidation proposals currently under study. 2. Approve the development of a pilot program of truck company captains for Riverview Fire and evaluate the results. This was not supported by both Committee members. REASONS FOR RECOKKENUTION/BACKGROUND: On January 281 1992, the Board referred to this Committee the issue of a personnel request by Riverview Fire Protection District to establish three truck captain positions. This issue has been discussed periodically by the Board over the last nine months. On February 3, 1992, the Finance Committee met with Riverview Fire Chief Allen Little, Firefighters Union President Mike Price and staff from the County Administrator's Office and the Personnel Department. Our Committee and staff discussed the complexities of the issue at great length. Among the concerns of implementing the truck captain concept in Riverview are the potential fiscal and operational impact on other districts that have trucks and the possible impact on .potential consolidations currently under study. Chief Little argued in favor of moving ahead with the proposal indicating that the added cost. in his District could be absorbed by cost savings in other Riverview budget units. The potential for cost impacts on other districts was discussed in relation to Contra Costa County Fire District (Consolidated) . Consolidated has indicated that if the truck captain concept was implemented in its District, there would be an annual minimum cost increase of approximately $137,600. There was discussion about possible impact on the other fire districts. Mike Price questipned a basis for the estimated cost increase to Consolidated Fire. Supervisor Torlakson moved that recommendation No. 2 be amended to include that the approval would not be precedent setting and that it is unique to the Riverview Fire Protection District, and that any cost over and above the savings ii overtime and training cost would come out of Account 7021, which is the special assessment account. Supervisor Schroder moved to further amend the motion to provide if there is an overmatch being paid to Riverview, that funds from the augmentation fund designated for East County that are not being used by East County be returned to the augmentation fund. The amendment was seconded by Supervisor Powers. The vote on the second amendment was Supervisors Powers, Schroder and McPeak in favor; and Supervisors Fanden and Torlakson opposed. The second amendment failed to carry, lacking a four/fifths vote. The Chair reviewed the discussion of the Board members, and restated the amended recommendation No. 2 as follows: That the Board recognize the different approach and unique operational needs of Riverview Fire that do not exist in other districts and authorize the reclassification of three senior firefighters to captain for the truck company as a pilot program in the Riverview Fire Protection District, with the additional costs for these reclassifications to be charged to Account 7021; and that the County Administrator be instructed to report to the Board on August 1, 1992 on the. pilot program. Board members agreed that the above summarized the motion to approve the amended recommendation No. 2. The motion passed with Supervisors Fanden, Torlakson and McPeak voting aye, and Supervisors Powers and Schroder voting no. Committee-Riverview Fire Protection District Wage 2 February 3, 1992 The Consolidated cost increase was calculated as follows: Average Position Monthly Pay (1) Captain $5,706.06 Senior Firefighter 4,965.60 Salary Difference $ 740.46 Cost of one position: Salary $740.46 Benefits (2) 215.55 Total monthly cost $956.01 Annual Cost of One Position: $956.01 x 12 = $11,472.12 Annual Cost of 12 Positions: (3) $11,472.12 x 12 = $137,665.44 (1) Reflects average monthly holiday and FLSA built in overtime pay. (2) Based on 29.11% for retirement and Workers Compensation. (3) Based on three positions at each of the four stations equipped with a truck. Upon concluding the discussion on the issue, this Committee arrived at differing views as to the appropriate recommendations to the Board of Supervisors. One member proposed the immediate implementation of a pilot program because of the unique characteristics of the Riverview District. The other member disagreed and proposed a comprehensive study to determine all potential impacts of the proposed reclassification.
