Accept the report on fees charged by other jurisdictions for Cardrooms, Bingo and Massage Services . 2 . Request the Administrator' s Office, through the fee study, to determine how much revenue can be generated through the gross receipts method of charging. 3 . Request the Health Services Department to report back to the Finance Committee on the advisability on continuing to place massage services under the Sheriff enforcement authority pursuant to Ordinance Code section 18-2 . 002 . BACKGROUND: On December 3, 1991, the Board approved adjustments to fees for the Sheriff ' s Department for Cardroom, Bingo and Massage Services - (see attached) . These fees were estimated to generate $60, 000 in revenues for the Department - enough to fund one Deputy position to police the activities . In the process of approving the fees, the Board requested additional information on fees charged by other jurisdictions . Attached is information gathered by the Department from 12 cities and counties . Comparing our fees with other jurisdictions is difficult because of the different methods of charging fees . The Committee suggested that this effort could be incorporated in the activities of the current fee study. Additionally, the Committee requested that the referral to the Health Services Department, on the appropriateness of the Sheriff to continue policing of massage services under this ordinance, be considered by the Finance Committee in conjunction with other issues raised in this report. None Annual renewal fees 30 Cardroom employee badges. One-time processing. No renewal required. None Minimum tables. License approved by City Council. 6. City of Gardena $30,000 Application fees. Covers first and second quarter. None Annual renewal fees. 7.501c-15.5% It started from 7.5% to 15.5% of the total monthly gross receipts (please see attached chart). None Cardroom employee badges. City of Hayward $ 40 Annual fee. $3,000 Quarter fee. $33.35 Per month for the first table with an additional $16.70 for each additional • N• table. 8. City of San Jose $1,000 Per year annual fee. $500 Per table for clubs with 10 or less tables. $2,500 Per table for clubs with more than 10 tables, which increases at the rate of$500 per year to a maximum of$5,000 per table. Thus a club in business for two years would pay $3,000 per table, a club in business three years would pay $3,500 per table, etc., to a maximum of$5,000 per table. 9. City of San Rafael $296 Per year if table has four or less chairs, and $365 Per year if table has more than four chairs. Bingo Fees California Penal Code Section 326.5(L)(1) a city, county, or city and County may impose a license fee on each organization which it authorizes to conduct Bingo games. The fee, whether for the initial license or renewal, shall not exceed fifty dollars ($50) annually. Massage Services fee schedules from other cities within our area.
