THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on. —February 4, 1992 , by the following vote:
AYES: Supervisors Powers, Schroder, Torlakson, McPeak
NOES: Supervisor Fanden
ABSENT: None
ABSTAIN: None

SUBJECT: Proposed Consolidation of the Moraga, Orinda, and
Contra Costa County Fire Protection Districts
The following letters were received by the Board from:
Chairman, Board of Commissioners, Contra Costa County Fire
Protection District, 2010 Geary Road, Pleasant Hill 94523-
4694, expressing support for the consolidation of the Orinda,
Moraga, and Contra Costa County Fire Protection districts;
Joseph J. Newman, 26 Normandy Lane, Orinda 94565, expressing
opposition to the proposed consolidation;
George Smith, President, Contra Costa Black Professional
Firefighters Association, P. O. Box 2571, Antioch 94531-2571 ,
expressing support for the consolidation of the Orinda and
Moraga Fire districts; and
Mayor Richard G. Heggie, City of Orinda, 26 Orinda Way,
Orinda 94563 , urging the Board to retain the present
independence of the Orinda Fire Protection District.
Charles L. Blue, member of the Board of Commissioners, Orinda
Fire Protection District, 29 Tappan Lane, Orinda, expressed
reservations with a proposal to consolidate the Orinda Fire
Service. He requested that the Orinda community be fully informed
of this matter.
Mike Price, President, United Professional Firefighters, Local
1230, 112 Blue Ridge Drive, Martinez 94553 , spoke on the need for
staff in the Orinda Fire Service to participate in discussions on
the proposed consolidation.
Board members discussed the positions of the speakers and
correspondents. Supervisor McPeak suggested that a hearing be held
on this matter.
Supervisor Fanden advised that she supported the status quo
and therefore would not be in favor of consolidating the Orinda and
Moraga Fire districts.
Phil Batchelor, County Administrator, advised that a report
will be presented to the Board on March 3 , 1992, and suggested that
a hearing on this matter be scheduled after the Board receives the
report.
IT IS BY THE BOARD ORDERED that the County Administrator is
REQUESTED to solicit input from the principals concerned in the
consolidation effort with the above referenced correspondence
referred to his office.
IT IS FURTHER ORDERED that following the presentation on March
3 , 1992 of the report on fire service, the County Administrator is
DIRECTED to schedule a meeting and discussion before the Board on
this matter. 1 hereby certify that this Is a tme and correct copy of
an action taken and entered on the minutes of the
Board of Supervi;ors on the date shown.
