Approve and authorize the Health Services Director to execute and submit to the State Department of Health Services, the "County Health Services Plan and Budget" for FY 1991/92. 2. Approve and authorize the Health Services Director to execute, upon State approval, the 1991/92 "Standard Agreement for County Health Services with the State Department of Health Services. II. Additionally, counties receiving Cigarette & Tobacco Products Tax funds (Proposition 99) must provide related expenditure information with the Plan and Budget submission. On October 8, 1991, the Board authorized the Health Services Director to execute and submit to the State Department of Health Services, the application for California Healthcare for Indigents Program (CHIP) funds. The monies are utilized to partially reimburse hospitals, physicians and other providers for uncompensated care costs. Contained within the CHIP application were assurances made by the County regarding the use of these funds. The "County Health Services Plan and Budget" specifies the procedural aspects of implementing those assurances. The "County Health Services Plan & Budget" and Standard Agreement" are the same documents that were required by the State prior to Realignment. The difference is in the funding mechanism, with previous AB-8 and MISP programs now funded through Realignment funds and the CHIP program funded directly from the State.
