HomeMy WebLinkAboutMINUTES - 02041992 - 1.42 42 TO: BOARD OF SUPERVISORS Contra r, FROM: PHIL BATCHELOR Costa County Administrator ° v� County DATE: January 23, 1992 *T;•� �a' SUBJECT: DESIGNATION OF COUNTY JUSTICE SYSTEM EXECUTIVE COUNCIL AS THE COUNTY'S DRUG AND ALCOHOL ABUSE ENFORCEMENT TEAM Specific Request(s) or Recommendations(s) & Background &Justification RECOMMENDATION: Designate the County Justice System Executive Council as the County's Drug and Alcohol Abuse Enforcement Team to satisfy Health and Safety Code Section 11998.1, required to permit the continued flow of Federal funds to County justice agencies. FINANCIAL. IMPACT: Failure to make the above designation will result in the loss of Federal anti-drug funds in the upcoming fiscal. year 1992/93. These funds now flow from the Federal Department of Justice to the State Office of Criminal Justice Planning and to the County Sheriff's Department, District Attorney' Office and Probation Department. REASONS FOR RECOMMENDATION/BACKGROUND- The designation of the County Justice System Executive Council would satisfy the requirement of Health and Safety Code Section 11998.1. We have been informed by the State Office of Criminal Justice Planning that unless this is done, the flow of anti-drug funds to the County will be eliminated for the next fiscal year. The County Justice System Executive Council has as its members the Presiding Judge of Superior Court. President of the Municipal Court Judges Association, District Attorney, Public Defender, Chief Probation Officer and the Sheriff-Coroner. This Body has indicated its willingness to coordinate the enforcement activities required by the Health and Safety Code in order to protect the continued flow of Federal dollars to this County. In addition, a criminal justice component must be built into the County's Drug and Alcohol Abuse Master Plan, as required by Health and Safety Code Section 11998.2. Under the oversight of the County Justice System Executive Council, the three agencies involved (Sheriff's Department, District Attorney's Office and Probation Department) will develop this component within. the next three months with the assistance of the Health Services Department and present it to your Board for approval.
