SUBJECT: Approving Crockett Boulevard Passing Lane Project, Crockett Area.
Project No.: 0662-6134111-91, CP#91-85.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act
Class 1 C Categorical Exemption, and DIRECT the Public Works Director to prepare contract
plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
The estimated project cost is $176,000, funded by Hercules-Rodeo-Crockett Area of Benefit
(100%).

III. Reasons for Recommendations and Background:
The project is needed due to the fact that passenger cars traveling in the southbound direction
of Crockett Blvd. are commonly trapped behind slow moving trucks on the 6-8% upgrade and
cannot pass because of minimum passing sight distance. The proposed project involves a
minor widening of the southbound (upgrade) lane to provide a truck climbing lane 1280 feet in
length. By providing the climbing lane, drivers will be able to legally pass slow moving trucks,
reducing delays, and improving safety.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA per section 15301 of the CEQA guidelines, because the project will not have a significant
effect on the environment. There will be no expansions of use beyond that previously existing
and the project will not involve removal of scenic resources.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
