Bragdon Costa Director of Community Development County DATE: February 4, 1992 SUBJECT: Approve Consultant Amendment Agreement #4 with Public Affairs Management regarding the Environmental Impact Report on the Bailey Road Interchange Improvements. SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve and authorize the Director of Community Development to execute a contract amendment agreement with Public Affairs Management for Environmental Impact Report on the Bailey Road Interchange Improvements and increase contract amount for an additional $5, 000, making the total contract $172, 530.83 . FISCAL IMPACT Funding for the $5, 000. 00 cost of the amendment is available from agreements between Contra Costa County, the Contra Costa Transpor- tation Authority and BART. There will be no impact on County General Fund monies. BACKGROUND/REASONS FOR RECOMMENDATIONS Under Measure "C", the Contra Costa Transportation Authority is the responsible agency for the Highway 4/Bailey Road Interchange Improvements. Based upon Caltrans approval and cooperative agreement between the County and the Transportation Authority, the County is serving as the Lead Agency for the project and is providing the environmental studies required under CEQA. Extend completion date of contract term to June 30, 1992. 2 . Increase pay limit for an additional $5, 000. 00 from $167, 580. 83 to $172,530.83 . 3 . The increase in costs includes work to be completed by Public Affairs Management and Woodward Clyde Consultants for a Wetland Mitigation Plan and also printing and delivery of Final Environmental Impact Reports per County's request. 4 . Revised scope in accordance with attached letters dated November 22, 1991 (Public Affairs Management) and October 23, 1991 (Woodward-Clyde Consultants) .
