SUBJECT: Approve submission of Grant Application #28-522 to the State of California -
Environmental Protection Agency, Department of Toxic Substances Control
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the submission of Grant Application #28-522 to the State
of California - Environmental Protection Agency, Department of Toxic Substances
Control, in the amount of $50,000 for the period February 1, 1992 through January
31, 1993, for a local hazardous waste collection program which provides technical
assistance to generators of hazardous waste.
II. FINANCIAL IMPACT:
Approval of this application from the State will result in funding for a
Hazardous Waste Minimization Project to provide technical assistance to
generators of hazardous waste, as follows:
$50,000 State funds
10,000 County funds
5.250 County In-kind
$65,250 Total Program
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Attention has been focused in recent years on the amount of hazardous waste
generated in the State and in the local areas, and on the critical shortage of
management options for these wastes. The Association of Bay Area Governments
(ABAG) has estimated the waste generated and manifested off-site in the Bay Area
in 1989 to be 372,492 tons. This amount is projected to grow to 389,346 tons by
the year 2000 if no reduction measures are undertaken; in this case, the capacity
for managing these wastes would fall 223,848 tons short in the Bay Area alone.
Clearly, a strong, focused effort aimed at all Bay Area industries must be
undertaken to avert this crisis.
Assembly Bill 4294 requires the State of California Environmental Protection
Agency, Department of Toxic Substances Control, to provide grants to local
government for the development of local hazardous waste reduction programs that
provide technical assistance to generators of hazardous waste. Approval of
Funding Application #28-522 will result in $50,000 of State funding for this
project.
In order to meet the deadline for submission, the application has been forwarded
to the State, but subject to Board approval. Nine certified copies of the Board
Order authorizing submission of the application should be returned to the
Contracts and Grants Unit.
