SUBJECT: AUTHORIZE PUBLIC WORKS DIRECTOR TO ADVERTISE FOR PROPOSALS FOR
ADDITIONAL FIXED BASE OPERATOR AT BUCHANAN FIELD AIRPORT

I. Recommended taction:
AUTHORIZE Public Works Director to advertise for proposals for additional Fixed Base Operator at
Buchanan Field Airport. Proposals are to be opened May 1, 1992.
II. Financial Im ct:
The initial minimum monthly rent of the Lease will be $1,750.00 per month (or $21,000.00 per year).
Said minimum monthly rent will be revalued every five years. Percentage rent will also be charged.
Minimum proposal fee will be $15,000.
III. Reasons for Recommendations and Baclig und:
In 1991, a subcommittee of the Aviation Advisory Committee was formed to oversee the development
of a 'Bid Package" necessary to solicit Fixed Base Operators (FBOs) for operation on the Buchanan
Field Airport. The sub-committee's goal was to prepare a Bid Package consisting of updated terms and
conditions that were compatible to Airport needs yet were comparable to those FBOs already operating
on the Airport. A complete set of the 'Bid Package" can be reviewed at either the Clerk of the Board
or Manager of Airports' offices.
The Bid Package that has been developed includes instructions to those individuals interested in such
development on the Airport, a sample of a bid proposal, an Option to Lease for those qualified to
perform, and a sample Lease outlining the minimum terms and conditions required for operation on
the Airport.
Several issues addressed in the Bid Package are highlighted below:

Wnimum terms of the Option to Lease and the Lease documents.
• The minimum acceptable bid for the Option to Lease is $15,000.00.
e The term of the Lease will be thirty (30) years, plus one ten (10) year option.
Hazardous Waste. A more thorough, albeit lengthy, hazardous waste clause has been added that
more fairly distributes the responsibility for the condition of the underlying soil on the FBO site.
Disadvantaged Business Entities (DBEs). The County's policy is to be certain that those
individuals or groups who are considered to be "disadvantaged", such as organizations owned and
operated by women and/or minorities, have an equal opportunity to compete for Airport sites. The
DBE requirements have been added as a separate attachment to the Bid Package.
The sub-committee met with the Airport Manager and the County's Lease Management staff
several times over the last six months to prepare the Bid Package. The terms included in the Bid
Package are based on current market standards and are intended to elicit competitive, proposals
for FBO sites on the Buchanan Field Airport.
Economic of Proposal. No analysis has been done as to the economic probability of an additional
FBO being successful at Buchanan Field Airport. The proposal has a requirement for a Business
Plan that very clearly shows that the new FBO will bring new business to the Airport. The Business
Plan will be key to the Public Works Department's determination as to whether a recommendation
will be made to the Board of Supervisors to allow another FBO on the airport at this time. Any
dilution of existing business on the airport will be considered non-responsive and unacceptable.
The Aviation Advisory Committee, at their January 21, 1992 meeting, reviewed the sub-committee
work and "forwarded the Bid Proposal to the Board of Supervisors for appropriate action."
