MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February 4, 1992 SUBJECT: Transfer of Combined Road Plan Funds to the City of Newark. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board to execute the attached agreement between Contra Costa County and the City of Newark for the transfer of $215,000 of Combined Road Plan (CRP) funds to the City in exchange for eighty percent (80%) of that amount of unrestricted road funds. II. Financial Impact: There will be no impact to the General Fund. The City of Newark will receive $215,000 of CRP funds. In exchange they will transfer $172,000 gas tax funds to the County that may be used for any transportation related purpose. III. Reasons for Recommendations and Background: The County was approved by the State Department of Transportation to construct the Camino Tassajara Overlay Project and the Kirker Pass Road Overlay projects. The projects were originally approved for $446,200 and $715,300 in CRP funds respectively. Both projects were completed under the contract amount leaving $300,000 of CRP funds allocated but not used. The County can not readily utilize the remaining CRP funds due to the fact that funds can only be re-allocated to projects that have been approved on the Transportation Improvement Program (TIP). The County does not have any additional local projects on the TIP. Therefore, it is recommended to transfer the funds in exchange for non-restricted funds which can be used for any transportation related project. A procedure has been established, acceptable to Federal and State Department of Transporta- tion, whereby local agencies may jointly agree to exchange CRP apportionments for other funds as jointly agreed upon. The CRP funds are discounted to the City because of expenditure restrictions and increased administrative costs associated with using the CRP funds. The Transportation Committee approved this item on January 15, 1992. IV. Consequences of Negative Action: The CRP funds will not be transferred and the County will not be able to utilize the non-restricted funds.
