SUBJECT: Approve Extension of Agreement with TRANSPAC
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve an . extension of the existing Transportation/Land Use
Partnership agreement between the County and the Cities of Clayton,
Concord, Martinez, Pleasant Hill and Walnut Creek for a period of
17 months to June 30, 1993; and authorize the expenditure of
$19, 911 of the County's Measure C "return to source" funds
as the County's share of this agreement.
FISCAL IMPACT
The County's share of the agreement would be $19, 911 and would come
from Measure C "return to source" funds. The current year's costs
are included in the Department of Community Development budget and
the costs for next fiscal year will also be included in the budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 5, 1991, the Board approved the Transportation/Land Use
Partnership Agreement with the other five member jurisdictions of
TRANSPAC, the regional transportation planning committee for the
central County under Measure C. This agreement provided for
contributions from each member jurisdiction totalling $65,0,00 to
fund the first year cost of staffing the committee. The
agreement's formula for allocating the contract amount among the
members was one half divided equally among the 6 members, and one
half apportioned according to the formula for distribution Measure
C "return to source" funds. Contra Costa's share for the first
year, which ended on February 1, was $10,462 .

The City of Pleasant Hill, the administering agency for the
agreement, has requested that the annual term of the contract be
changed to end on June 30, corresponding to the fiscal year of the
City. In addition, TRANSPAC has approved an increase in the hourly
rate for, the consultant staffing the committee from $50 to $55,
effective February 1, 1992 . In addition, due to increasing demands
of the workload, the consultant will be authorized to increase
weekly hours from 20 to 30 effective with the start of the new
fiscal year on July 1, 1992 .
