SUBJECT: Report on MTC Regional Ferry Plan and Proposed Benicia-Martinez Water
Shuttle
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept report on findings of MTC Regional Ferry Plan Phase 2,
Task 1 report.
2 . Request MTC to include the Martinez-San Francisco and
Richmond-San Francisco routes in list of routes selected for
more intensive analysis of the Regional Ferry Study.

BACKGROUND/REASONS FOR RECOMMENDATIONS
MTC has released a draft report for Task 1, Phase 2 of the Regional
Ferry Plan, which was initiated last year. (Phase .1 of the study
dealt with the adequacy of existing ferry services, while Phase 2
addresses potential new routes in the Bay Area. ) In February 1991,
the Board adopted a resolution which supported the inclusion a
water shuttle service between Martinez and Benicia as part of the
study. MTC agreed to this request and added four other Contra
Costa routes to the analysis as well, including Martinez-San
Francisco, Pittsburg-San Francisco, Rodeo-San Francisco and
Richmond-San Francisco. The Task 1 report presents an initial
screening of 17 potential new Bay area routes which could be
established over the next 5 to 10 years. MTC intends to select a
small number of these (three to five) for more detailed analysis.

Each of the 17 potential new ferry routes was evaluated in relation
to the following criteria: mobility/performance, energy and
environmental issues, socio-economic issues, financial impacts,
service, and ease of implementation. With respect to the 5 Contra
Costa routes, the major findings of the study are summarized below:
Martinez-Benicia: The major constraints for this service would be
financial. Patronage is projected to be from 50 to 150 daily
passenger trips, including recreational and bicycle traffic.
Operating costs would be between $500 and $750 per day. With a $1
fare, only 10 to 25 percent of these costs would be recovered at
the farebox, requiring a significant operating subsidy.
Martinez-San Francisco: Although it currently has no local
sponsorship, this route appears promising. Since the area is not
adequately served by transit to San Francisco, the service is
estimated to draw from 340 to 390 daily passengers, depending on
whether 1 or 2 vessels were used. Travel time would be 55 minutes,
a savings of about 25%, and the $7 round-trip fare would return
about 60% of the operating costs.
Pittsburg-San Francisco: Travel time on this route would be 75
minutes even assuming use of the fastest vessels available (40
knots) . Patronage is expected to be 70-80 persons, and with an $8
to $10 fare, financial performance would be very poor. In
addition, the area is presently served by BART express buses and
the West Pittsburg BART extension is planned to be completed by
1997.
Rodeo-San Francisco: A Rodeo ferry terminal would serve Crockett,
Rodeo and Hercules and would attract 250 to 290 riders at a $6
fare. Travel time would be 40 minutes, a time savings of about 25%
over competing transit modes. Farebox recovery would be 40 to 45%
of operating costs. However, no landing facilities or parking are
available and dredging would be required, raising financial and
environmental issues.
Richmond-San Francisco: Following the Loma Prieta earthquake,
emergency ferry service was established from Richmond to San
Francisco which attracted 1000 daily riders. This number dropped
to 300-400 after the Bay Bridge reopened. Renewed ferry service is
supported by the City of Richmond and the Port of Richmond. Three
alternative ferry terminal sites include Point Richmond Terminal
(Santa Fe slip) , Point Potrero and Marina Bay. Travel time would
be from 21 to 35 minutes, depending on the terminal site, since
speed in the harbor channel is restricted. From 190 to 240 daily
passengers are projected yielding a farebox recovery rate of 40%.
CONCLUSIONS
On the basis of the findings summarized above, two Contra Costa
routes appear attractive for futher, more detailed analysis:
Martinez to San Francisco and Richmond to San Francisco. While the
Richmond route has local support, the Martinez route needs a
local sponsor and evidence of local support. The Benicia to
Martinez water shuttle service does not appear feasible without
significant subsidies.
