IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter Requesting )
the Richmond Unified School )
Board Defer Acting on the ) Resolution No. 92/89
Financial Recovery Plan )
Whereas, the Administrator appointed by State Superintendent
of Public Instruction, Bill Honig, has recommended that the
Richmond Unified School District (RUSD) Board of Education approve
and accept Resolution No. 23-9192 and the January 24, 1992
financial recovery plan; and
Whereas, public. testimony at a hearing conducted January 29,
1992 was unanimous in opposition to the Administrator' s
recommendation; and
Whereas, the financial recovery plan is complex with potential
long-lasting impact on the quality of education within the RUSD;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY that they request the RUSD Governing Board to
defer acting on Resolution No. 23-9192 and the financial recovery
plan until there is adequate time for study; and
BE IT FURTHER RESOLVED that the State of California and the
County Superintendent of Schools are requested to participate with
the RUSD Governing Board to negotiate elements, of the recovery plan
including the terms of debt repayment; and
BE IT FURTHER RESOLVED that the community (parents, employees
educational, business and community groups; elected
representatives : cities, districts, and county) are respectfully
requested to join together to achieve education and financial
recovery for the students, employees, parents and community within
the bounds of the RUSD.
