SUBJECT: Phase I Status Report and Recommendations on Issues in the West Pittsburg Area
RECOMMENDATION
1. ACKNOWLEDGE that correcting problems in a few parts of the West Pittsburg community
will require extraordinary efforts by local officials working together with the community.
During the last several years, many county agencies, under the leadership of Supervisor
Tom Torlakson have concentrated their resources in the West Pittsburg area in an effort
to improve the area physically and economically. Community residents have responded to
the need for citizen involvement and are working on community pride and improvement
projects through the efforts of West Pittsburg groups such as the Municipal Advisory
Council, the PRIDE Committee, the Traffic Advisory Committee and the Redevelopment
Project Area Committee.
2. ACKNOWLEDGE that in the neighborhood which includes the Willow Brook Apartment
complex, the Sheriff's Department has received numerous complaints about gang activity
including citizen harassment and drug trafficking.
3. REQUEST the Sheriff/Coroner to contact the Federal Bureau of Investigation to determine
what assistance that agency may be able to contribute to supplement local law enforcement
efforts, particularly against.gang related activity.

Edward Spencer Jr. , 3105 Willow Pass Road, Pittsburg appeared and spoke in favor of
funding for the Sheriff's Department for additional patrols in the West Pittsburg area.
The Board APPROVED the recommendations of the County Administrator as set forth above.
In addition the ,Board REQUESTED the County Administrator to write to Congressmen Miller
and Dellums and Senators Seymour and Cranston requesting assistance with FDIC and HUD in
bringing about their financial commitment to managing the project properly and to provide
security and elimination of criminal elements; AUTHORIZED County Counsel to pursue all
legal options to assure that the conditions of the development imposed by the County are
complied with by the owner of the Willow Brook Apartment complex to assure that the
project is not a public nuisance, and to work with the District Attorney and Sheriff to
address the security and criminal activity issues; and REQUESTED the County Administrator
'to report further to the Board on March 3, 1992.

4. APPROPRIATE $115,000 to the Sheriff/Coroner's budget to implement the following
enhancements to'law enforcement efforts in the West Pittsburg area:
a. Asa pilot program, assign a resident deputy sheriff to West Pittsburg
area to establish relations with local residents and serve as a liaison
with other agencies providing services to the community. - $50,000
b. The Sheriff/Coroner will work with the management of the Willow Brook
Apartment complex to obtain on-site office space for use by Sheriff's
personnel on an as-needed basis.
C. Intensify investigations of street level drug dealing, prostitution and
other gang related activities. - $25,000
d. Increase use of the Sheriff's "J" team to undertake special efforts, such
as "sweeps'!'to enhance action against gang related and other illegal
activities. - $15,000
e. Continue to explore the feasibility of using an existing county-owned
trailer for establishment of a Sheriff's operations annex at the Ambrose
Community. Center. - .$25,000
5. APPROPRIATE$5,000 to contract with an individual experienced in law enforcement,
crime prevention and neighborhood watch activities, with initial efforts directed to
residents of neighborhoods such as the Willow Brook Apartment complex.
6. DIRECT the County Administrator to work with the owners of the Willow Brook
Apartment complex to determine the feasibility of owners installing security fencing
at the complex and obtaining reimbursement from HUD.
7. ENDORSE the efforts of the Willow Brook management to seek HUD approval of rent
increases to cover the cost of security fencing and enhanced law enforcement
8. APPROVE attached budget appropriation adjustment providing the recommended
additional appropriation to the Sheriff/Coroner's budget.
9. APPROVE,the:recommendations in this report, which relate to.the Willow Brook
complex, and direct the County Administrator to return to the Board next week, on
March 3, 1992, with a further report and recommendations on additional steps to be
taken to deal with other issues throughout the West Pittsburg community, including:
Assignment of community liaison staff.
- Special Board meeting to be held in West Pittsburg.
- Building code violations.
Public health violations
Absentee landlords
Abatement of sub-standard dwellings.
- Enhanced code enforcement effort.
Abandoned vehicle abatement.
Mandatorygarbage collection.
BACKGROUND
Supervisor Torlakson has previously informed the Board of the increased crime activity
particularly illegal drug trafficking, which is occurring in the West Pittsburg area. One site of
illegal drug trafficking and other criminal activity is the area which includes the Willow Brook
Apartment complex on Bailey.Road. This first Phase report deals with actions related to this
area. A Phase II report to be presented to the Board on March 3, 1992 will address the more
comprehensive issues in the West Pittsburg community as a whole.
