Approve County's formal project proposal for a Substance Abuse Community Correctional Detention Center (SB-2000 funds) and authorize Chair to sign application on behalf of the County. 2. Designate George Roemer, Director, Justice System Programs, as the County's contact person to act as liaison with the Board of Corrections and the California Department of Corrections throughout the contract negotiation and funding process. FINANCIAL IMPACT: There is no financial. impact at this time. If the proposal achieves a tentative funding award from the State, ensuing negotiations with the State would be required. If conditions favorable to the County in costs and operations cannot be achieved, the County will not be committed to contracting with the State. Any contract with the State will be submitted to your Board for approval. REASONS FOR RECOMEENDATION/BACKGROUND: The State Board of Corrections announced in an August 1991 Request for Proposal (RFP) that $15 million statewide in construction funding is available through Chapter 1594, Statutes of 1990, establishing the Substance Abuse Community Correctional Detention Centers Fund. The purpose of the legislation is to develop model State/local substance abuse programs that are commensurate with public safety, including the construction of local bed space that would also be used for California Department of Corrections inmates returning to their County. All recent research indicates the prevalence of drug and alcohol abuse among inmates entering local and State institutions. This funding provides an. opportunity for this County to work with Contra Costa County offenders who have substance abuse problems. The Board authorized the Chair to .execute a non-binding letter of intent to the State Board of Corrections regarding the County's participation in the Substance Abuse Community Correctional Detention Centers Fund on S t tuber 2"991. On November 5, 1991, the Board directed this Office, in cooperation with the Sheriff' s Department and other appropriate agencies, to prepare a Substance Abuse Community Correctional Detention Center funding proposal for submission by February 27, 1992. The proposed Contra Costa County Substance Abuse. Community Correctional Detention Center will be a new housing building. similar to the existing housing at the West County Detention Facility, except modified to include classroom and counseling space to support the residential. substance abuse program. The probable total project construction budget for the 128-bed unit is estimated at $5,255,250 ($41,057 per bed). These construction funds do not require a County match. The Board will select. projects for capital funding by May 1992. Counties selected for capital funding have until December 1993 to begin construction. By that time, the County would also be required to have a "binding agreement" with the State regarding reimbursement for operational costs. Based on inquiries to State officials and on discussions with the Sheriff's Department, it appears possible that contracts with favorable conditions regarding jail. costs and operations can be negotiated:. The proposed program will. be based on the currently operating and successful DEUCE. project.. ♦ The substance abuse unit will. accommodate 128 participants, an equal number from the State and County, all Contra Costa County residents. ♦ Separation of living areas of State and. County participants will be possible, although program participation will be mixed and determined by the program levels of individual participants. ♦ The substance abuse unit will provide in one building_ both living and program facilities, in order to make the substance abuse program. a full time involvement of the participants. ♦ The unit will provide for all living, recreation and program activities internally, with . no interaction between program participants and other facility inmates. ♦ The design of the living areas will encourage interactions between program participants, and informal programming by staff. ♦ The design of the program areas will allow for classroom instruction of at least four separate groups, and multiple facilities for group and individual counseling. ♦ The design of the unit will provide for direct supervision custody management. ♦ Perimeter and unit security will be adequate to discourage escape attempts, and to have a high probability of intercepting any who do attempt to escape. ♦ Construction costs will be low, commensurate with the level of security appropriate for this program. ♦ Custody staffing costs will be low, commensurate with the level of security appropriate for this program. ♦ The target population is medium and minimum custody persons who are capable of and willing to live in an open setting with a large degree of freedom of movement, and who are motivated to participate in programs. The West County Detention Facility is specifically designed and managed for this population group, and no modifications to the basic design or of the operational modes of the facility will be necessary. ♦ The substance, abuse unit will be constructed in a location already master planned for an additional housing unit. The design; location and operations of this unit will be totally consistent with the overall facility design and operational concept.
