SF-468 AND AUTHORIZING EXECUTION I. RECOMMENDED ACTION: Adopt Resolution No. 3630 approving Amended Part I ,of Section 8 Housing Voucher Program Annual Contributions Contract No. SF-648 and authorize execution of the amendment by the Chairman of the Board of Commissioners, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Contract authority in the amount of $910,485 and budget authority in the amount of $4,552,425 has been allocated to the Housing Authority to replace voucher increments in CA39-VO11-001, CA39-VO11-002 and CA39-VO11-003 which will expire on February 18, 1992. Sufficient federal funding is being provided by the U.S. Department of Housing and Urban Devleopment in Project No. CA39-VO11-012 to replace completely the three expiring voucher increments. III. REASONS FOR RECOMMENDATION/BACKGROUND: On January 31, 1992 the Housing Authority received a contract and related documentation needed to execute an Annual Contributions Contract for Project Number CA-39-VO11-012 which provides Section 8 Voucher replacement contract authority in the amount of $910,485 and budget authority of $4,552,425. This new voucher funding increment is to replace voucher increments of CA39-VO11-001, CA39-VO11-002 and CA39-VO11-003 which will expire on February 18, 1992. This new five year Annual .Contributions Contract must be executed to maintain rental assistance for low income families who are currently receiving rental aid under the Section 8 Voucher Program. Because of the expiration date of February 18, 1992, this contract must be executed as quickly as possible to continue the rental assistance . funding. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3630, the Housing Authority would lose $910,485 in Contract Authority and $4,552,425 in Budget Authority from the U.S. Department of Housing and Urban Development to provide Section 8 Rental Voucher assistance to low income families. SF-468 AND AUTHORIZING EXECUTION WHEREAS, the Housing Authority of the County of Contra Costa ("PHA") desires to enter into an amended Annual Contributions Contract ("ACC") with the United States of America ("Government") for the Section 8 Existing Voucher Program; and, WHEREAS, the amended Section 8 Existing Housing Voucher ACC consists of the following counterparts: (a) Part I of the ACC, HUD-52520D (1/90) applicable to the Section 8 Existing Housing Voucher Program; (b) Exhibit 1 to Part I of the ACC adding Project No. CA 39-VO11-012 NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the County of Contra Costa, as follows: 1. The amended Part I, Exhibit I of the ACC for the Section 8 Existing Housing Voucher Program are hereby approved and accepted. The Chairman or Acting Chairman is hereby authorized and directed to execute the counterparts of the ACC on behalf of the PHA, and the Secretary is hereby authorized to impress the official seal of the PHA on each such counterpart and to forward such executed counterparts to the Government together with such other documents evidencing the approval and authorizing the execution of as may be required by the Government. 2. This resolution shall take effect immediately.
