SUBJECT: 1991-92 Community Development Block Grant Housing Allocation
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S). & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS As recommended by the Housing and Community
Development Advisory Committee, approve the allocation of FY 1991-92
Community Development Block Grant funds (CDBG) for the following
projects:
1. Battered Women's Alternative Transitional Housing Project
($12 , 500) .
2 . Shell Avenue Shelter for Homeless Women and Families ($200, 000) :
3 . Central County Homeless Shelter ($225, 500) .
In addition, authorize the Director of Community Development or his
designee to execute contracts for the Battered Women's Alternative -
Transitional Housing Project and the Shell Avenue Shelter.
FISCAL IMPACT
No General Funds are involved. Funding for these projects will be
provided from the FY 1991-92 Housing Development Assistance Fund.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In accordance with guidelines established by the Board of
.Supervisors, 15 percent of each year's annual Community Development
Block Grant (CDBG) allocation is set aside for the Housing
Development Assistance Fund (HDAF) . The purpose of the Fund is to
provide resources to support low income housing projects as they
develop during the program year.
The FY 1991-92 Housing Development Assistance Fund currently
contains resources totaling $438, 000. The Housing and Community
Development Advisory Committee (HCDAC) considered recommendations
for allocating these resources in combination with the FY 1992-93
CDBG allocation process. The three projects recommended for
funding from the HDAF are consistent with the overall goals of the
County and the CDBG program, and will significantly improve the
County's ability to serve the emergency and transitional housing
needs of the County's very-low income homeless populations. The
three projects recommended for funding by the Committee are:
1. Battered Women's Alternative Transitional Housing Project -
Funds are requested to provide: improvements needed to ensure
the safety of shelter residents; and facility upgrades
required in order to establish an onsite childcare facility.
The latter is needed to enable resident women with children to
participate in job training programs and seek employment.
This facility currently provides transitional housing for up
to 20 women and 50 children. HCDAC recommends approval of
$12,500 in FY 1991-92 HDAF funds for this project.
2 . Shell Avenue Shelter for Homeless Women and Families - The
Housing Authority has requested funds to supplement previously
approved resources for the rehabilitation of the Shell Avenue
Shelter. When completed, this project will provide emergency
and transitional housing for up to 45 homeless women and
family members. Currently approved funding includes $300, 000.
in McKinney Transitional Housing Grant funds and $152,900 in
Housing Bond Trust funds. Due to the discovery of additional
structural problems and the need for asbestos removal,
renovation costs for this project now exceed the amount
available by $200, 000. HCDAC recommends approval of $200,000
in FY 1991-92 HDAF funds for this project.
3 . East/Central County Homeless Shelter - The Housing Authority
has requested funds to support the development of an emergency
homeless shelter serving East and Central Contra Costa County.
When complete, the shelter will provide emergency housing for
up to 60 single adults on a year-round basis, with an overflow
capacity of 100 adults. Funding sources for this project
include the California Emergency Shelter Program, a federal
Emergency Shelter Grant, and CDBG funds from the cities of
Antioch, Concord, and Walnut Creek. HCDAC recommends approval
of $225, 500 in FY 1991-92 HDAF funds for' this project. These
funds are in addition to $144,500 recommended for this project
from FY 1992-93 CDBG funds.
